King George Combined Courts Project
King George County, a political subdivision of the Commonwealth of Virginia and a body politic,
herein referred to as KGC, desires to obtain bids for work in the Combined Courts area of the King
George County Courthouse as described herein.
This Invitation for Bids (IFB), plus the resulting contract shall be consistent with and governed by the
King George County Purchasing Ordinance and has been prepared in accordance with the Virginia
Public Procurement Act.
For ease of reference, each individual/firm submitting a response (bid) to this Invitation for Bid (IFB) will
hereinafter be referred to as a “Bidder”. A Bidder whose bid results in an award will hereinafter be
referred to as a “Contractor”.
1.0 PURPOSE: The Purpose and Intent of this Invitation for Bid (IFB) is to establish a firm fixed price,
from qualified sources, for a Contractor to provide all services, labor and materials necessary
for the installation of a pass through window with counter/shelf and relocation of the existing
Kardex Remstar Mobile Storage System. The contractor shall provide all labor, materials,
equipment, tools, transportation, permits and all appurtenances required to design, supply,
fabricate and construct the pass-through window and counter/shelf and relocate the mobile
storage system in the Combined Courts area of the King George County Courthouse in
accordance with the attached drawing and photograph and, as identified in this IFB, and in
accordance with all applicable building codes, including ADA compliance (the pass-through
window counter/shelf shall be installed at a height to be ADA compliant). The scope of work
also includes painting the areas disturbed by the installation. The Contractor shall obtain all
required building and construction permits from the King George County Department of
Community Development, including submittal of any required drawings and/or submittals.
2.0 COMPETITION INTENDED: It is KGCs intent that this IFB permit competition. It shall be the
Bidder’s responsibility to advise the Procurement Manager, in writing, if any language,
requirement, specifications, etc., or any combination thereof, inadvertently restricts or limits
the requirements stated in this IFB to a single source. Such notification must be received by
the Procurement Manager no later than five (5) business days prior to the date set for bids to
close.
3.0 PERIOD OF CONTRACT: The contract term shall be (30) from the date of Notice to Proceed to
final completion. All work must be performed on weekends.
Bids submitted for less than the contract period specified will be rejected.
4.0 PRE-BID MEETING/SITE VISIT: A pre-bid meeting will not be held. Bidders may contact
Rebecca Conner, Clerk, at 540-775-3573 to schedule a time to visit and inspect the work area.
The selected firm (Contractor) will not be relieved from assuming all responsibility for properly

estimating the difficulties and cost of performing the work required by, described in, this IFB
because of the failure to become acquainted with all the information concerning the site and
work to be performed.
5.0 EXAMINATION OF IFB DOCUMENTS AND WORK SITES: Before submitting a Bid, each Bidder must
(a) examine the IFB Documents thoroughly, (b) visit the work sites to familiarize himself with
local conditions that may in any manner affect cost, progress or performance of the Work, (c)
familiarize himself with federal, state and local laws, ordinances, rules, and regulations that
may in any manner affect cost, progress or performance of the Work, and (d) study and
carefully correlate Bidder’s observations with the IFB Documents, and (e) notify the King
George County Procurement Manager of all conflicts, errors, or discrepancies in the IFB
Documents.
5.1 The County has not performed work or investigations associated with the location of
existing wires and cables.
5.2 Before submitting a Bid, each Bidder may, at Bidder’s own expense, make or obtain
any additional examinations, investigations, explorations, tests, and studies and obtain
any additional information and data which pertains to the physical condition (surface,
subsurface, soil, and underground facilities and utilities) at or contiguous to the site or
otherwise which may affect cost, progress, performance, or furnishing of the Work and
which Bidder deems necessary to determine its Bid for performing and furnishing the
Work in accordance with the time, price and other terms and conditions of the IFB
Documents.
5.3 On request in advance, County will provide each Bidder access to the sites to conduct
such explorations and tests as each Bidder deems necessary for submission of a Bid.
Bidder shall fill all holes, clean up and restore the sites to its former condition upon
completion of such explorations.
6.0 SPECIFICATIONS: Provide all labor, tools, materials, equipment, supplies, and permits required
for the installation of a pass-through window, with counter/shelf, painting, and relocation of
the Kardex Mobile Storage system:
6.1 Preparation: All materials and construction shall be in compliance with the Standards,
Specifications and Regulations of the building and construction codes of the
Commonwealth of Virginia and King George County, Virginia.
6.2 Dimensions: Please see attached drawing and photographs for location of the
proposed pass-through window with counter/shelf and location for the relocated
mobile filing system.
6.3 Design and Construction: The proposed work shall be designed to meet all current
code requirements, and shall meet ADA requirements.
6.4 Submittals: Shop drawings, cut sheets, and manuals showing complete layouts,
installation instructions, materials, products, and details of interior construction shall be
submitted by the selected contractor prior to commencement of construction.

6.5 Storage and Protection: Materials stored on site before construction shall be located as
agreed to by the County. Materials having defects or damages that effect
appearance, serviceability or use will be rejected.
6.6 Materials.
The following are general specifications for products to be used for this project:
a. 4-foot wide pass-through window installed in the masonry wall as indicated on the
attached drawing, ADA compliant, equal or better than the existing pass-through window
located in the King George County Courthouse. Counters/shelves shall also be installed of
the same type of materials and dimensions as the existing counters. The Contractor shall
submit a drawing showing the proposed installation and shall submit show drawings for the
pass-through window and counters.
b. Painting: Suitable for masonry application by Benjamin Moore, Sherwin Williams, Pittsburg
Paints, or approved equal, one coat of primer and two finish coats to match the existing
colors.
The Contractor shall provide and/or obtain all design, labor, materials, equipment, tools,
transportation, notifications, permits and appurtenances required to perform the work in
accordance with local, State and Federal requirements. NOTE: All work shall be performed
on weekends.
Prior to issuance of a Notice to Proceed, the selected Contractor shall submit shop drawings of
the proposed pass-through window and counter showing all dimensions and material
specifications.
7.0 AWARD: The award will be made to the lowest responsive and responsible Bidder that meets
the specification for all items and services indicated herein.
KGC reserves the right to reject any or all bids, in whole or in part, to waive any informality
and to delete items prior to making the award, whenever it is deemed, in the sole opinion of
KGC, to be in its best interest. KGC reserves the right to make the sole determination of
whether the product/service offered meets the required level of quality and is acceptable.
KGC’s decision shall be final.
KGC intends to enter into a contract with the selected Bidder and will issue a purchase order
for the work.
7.1 Negotiation with lowest responsible bidder: If the bid from the lowest responsive and
responsible bidder exceeds available funds, KGC may negotiate with the low bidder to
obtain a contract price within available funds.
8.0 WARRANTY: All materials, and equipment shall be fully guaranteed against defects in material
and workmanship for one year following completion of work. Should any defect be noted by
the County, the Purchasing Office will notify Contractor of such defect or non-conformance.
9.0 DELIVERY: Complete delivery and construction of the required work shall take place at the
King George County Courthouse located at 9483 Kings Highway, King George, VA 22485.
