INVITATION TO BID
The City Clerk of the City of Midland (“City”) will receive bids for the Tittabawassee River Pedestrian
Corridor, Bid No. 4399. Specifications and the bid proposal form are included herein.
BID DUE:
2:00 P.M.; Tuesday, January 9, 2024

All bids/proposals are to be in sealed envelopes and plainly marked:
"BID PROPOSAL FOR TITTABAWASSEE RIVER PEDESTRIAN CORRIDOR,
BID NO. 4399”
The project is located in Emerson Park, 3311 W. Main St., Midland, Michigan and shall include but not be
limited to concrete pathways and plazas, stone retaining wall, railing, renovation of the existing bridge, site
furnishings, and site restoration. The project site is open for site visits seven days a week during normal
park hours. Funding is provided by the Michigan Natural Resources Trust Fund and the City of Midland.
Davis Bacon Wage Rates DO NOT apply.
Any bid/proposal received after the above specified due date and time will not be considered and will be
returned to the bidder.

Bid documents are available for download at the Michigan Inter-Governmental Trade Network (MITN)
Purchasing Group Website or at the office of the Finance Department Accounting Manager, City Hall,
Midland, MI. Registration to MITN is required to view an download plans and specifications.
A certified check or bid bond for a sum of not less than five percent (5%) of the amount of the proposal
will be required with each bid. The City reserves the right to accept or reject all or any part of any and all
bids, to waive irregularities and to award in the best interest of the City of Midland.
The Contractor and all subcontractors must comply with the requirements of 1976 PA453 (Elliot-Larsen
Civil Rights Act), the 1976 PA 220 (Persons with Disabilities Civil Rights Act), and Executive Directive
2019-09, as amended. In accordance with the laws, all contracts the grantee enters into must contain a
covenant by the contractor and any subcontractors not to discriminate against an employee or applicant for
employment with respect to hire, tenure, terms, conditions, or privileges of employment, or a matter directly
or indirectly related to employment, because of race, color, religion, national origin, age, sex, height,
weight, marital status, partisan considerations, or a disability or genetic information that is unrelated to the
individual’s ability to perform the duties of a particular job or position.
