NOTICE is hereby given that the City of Manchester will receive sealed proposals in the Office of the
Information Systems Department, City of Manchester, State of New Hampshire until two o'clock p.m.
(2:00 PM) on Friday, September 27, 2019 for the furnishing of the supplies, materials, equipment, or
services, as indicated by the items hereunder listed in accordance with the applicable specifications:
MAXIMO UPGRADE AND RELATED SERVICES
The right is reserved to accept any proposal or any part or parts thereof, or to reject any or all
proposals.
Any name appearing on the Comptroller General's list of ineligible contractors for Federally-financed
and assisted work is not an eligible Bidder. In addition thereto, a proposal based upon the furnishing
of equipment or components thereof, manufactured by such an ineligible contractor, will be ineligible
for consideration.
The Contractor will be required to comply with all applicable Equal Employment Opportunity Laws and
Regulations.
All proposals are subject to the terms and conditions and specifications set forth in this Sealed Proposal
Invitation.

I.
PROPOSAL FORMAT
All proposals shall contain the Parts as described below. NOTE: The term "Section" as referenced
below applies to the sections in this Request for Proposals, while the term "Part" shall apply to the
Bidder responses.
Part 1: General
General introduction of the Bidder, short background, company philosophy,
qualifications and experiences regarding the proposed services, etc.
Provide a list of projects, descriptions, and contact information for the most-recent
customers (three to five preferred) to whom Bidder has supplied the same or similar
services as being proposed.
Provide a narrative history including any major acquisitions of or by other companies.
Provide a list of Bidder’s primary resources expected to contribute to this project
including name, title, credentials, certifications, and experience.
Part 2: Scope of Services
Responses to the specifications and requested services listed in Section II Scope of
Services.
Listing of any exceptions and exclusions
Proposed schedule and/or timeframes
Responses provided in Section III Additional Bidder Exhibits
(optional) Any additional information not specifically requested herein, which the Bidder
believes would be of benefit to the City in evaluating proposals.
Part 3: Pricing Exhibits
Pricing quotes organized as found in Section VI Pricing Exhibits
Part 4: Compliance with Terms and Conditions
Statement indicating the Bidder's compliance along with any exceptions with Section IV
General Terms and Conditions.
Statement of the Bidder's agreement to enter into a contract agreement consisting of the
forms as shown in Section VII Proposal Form and Section VIII Sample Contract,
together with such other clarifying (but not inconsistent) language as may be appropriate
to the City and the successful Bidder; evidence of the authority of the office submitting
the proposal on behalf of the corporation; and any items requested not otherwise
mentioned in other Parts as described below.

II. SCOPE OF SERVICES
A. Project Overview
The City of Manchester through this Request For Proposals seeks the following services. Details are
provided below.
The City reserves the right to accept any proposal or any part or parts thereof. The City would
prefer a Contractor capable of providing all services sought in this RFP. However, bids for a subset
of these services will be considered provided the Bidder specifically identifies which services listed
herein are and are not included.
1. Professional services including project management, hardware and software
recommendations, software installation, data conversion/migration, configuration, testing,
training, and eventual production system cutover (go-live) related to upgrading its current
Maximo 7.5.x instances to the latest version of Maximo
2. Analyze and recommend as to the feasibility, costs, benefits, and concerns related to
combining City’s two Maximo instances into a single instance.
3. Assist City in review of its existing Maximo licensing complement and make
recommendations if needed to align with current usage and needs.
4. Advice, recommendations, and assistance for building & configuring new up-to-date
Maximo Production and Test environments (City to provide server and networking
infrastructure)
5. Facilitate user acceptance testing and make appropriate modifications to base Maximo
software. Assist City in user acceptance of 3rd party integrations.
6. Ongoing annual Maximo support and maintenance services.
B. Project Background Information
The City of Manchester, New Hampshire, through its Department of Public Works, is seeking
proposals for consulting services to perform an upgrade of two IBM Maximo Enterprise Asset
Management version 7.5 instances to the latest 7.6 software release. Currently the City uses two
separate Maximo instances as described below; one instance is used department-wide (the “DPW
Maximo”), the other instance is used for facilities management (the “Facilities Maximo”).

1. City Computing Environment
a) The IT infrastructure includes wired and wireless Ethernet connectivity that is
connected to the City’s fiber based gigabit backbone.
b) The preferred database operating systems is Microsoft SQL 2016 or later.
c) Desktop and laptop computers run Windows 7, Windows 10.
d) Approximately 55 iPad mobile devices with cellular connectivity in use by DPW field
staff
