REQUEST FOR PROPOSALS

COUNTY OF UNION, NEW JERSEY

REQUEST FOR PROPOSAL FOR CONSTRUCTION ADMINISTRATION AND INSPECTION SERVICES

The County of Union in conjunction with the North Jersey Transportation Planning Authority (NJTPA) and the New Jersey Department of Transportation (NJDOT) is seeking Professional Services for the Construction Administration and Inspection of the following:

INTERSECTIONS ALONG EAST AND WEST 7 TH STREET (CR601) AND THE INTERSECTION OF EAST FRONT STREET (CR 620) AND LELAND AVENUE

CITY OF PLAINFIELD, COUNTY OF UNION, NEW JERSEY

UNION COUNTY ENGINEERING PROJECT #2018-006

FEDERAL PROJECT #HSIP-D00S(627).

Transportation Federal Funds for the project will be provided through the NJTPA and administered by the NJDOT.

All pertinent Local, State and Federal regulations shall apply.

The County reserves the right to reject any and all proposals and to waive any and all informalities in the RFP in accordance with the New Jersey Local Public Contracts Law.

Requests for Proposal (RFP) and copy of the Technical Proposal Rating Criteria for the above project are available by registering and downloading at http://ucnj.org/rfqs-rfps-rccps/ beginning October 20, 2022.

Proposers are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27. Full requirements of the Equal Employment Opportunity and Affirmative Action Programs are incorporated herein by reference and may be obtained with Proposal Form. Proposers are also required to comply with the requirements of P.L. 2004, c.57 (N.J.S.A. 52:32-44) which includes the requirement that contractors provide copies of their Business Registration Certificates issued by the New Jersey Department of the Treasury, as well as other provisions as listed in the Contract Documents.

As part of the proposal, the Consultant shall submit the most recent listing by the New Jersey Department of Transportation showing their firm is an Approved Consultant by NJDOT to perform consulting engineering inspection services. No proposal will be considered without proof of being an approved NJDOT Consultant.

Proposals are being solicited through a fair and open process in accordance with N.J.S.A. 19:44A-20.3 et

seq., and as such, contractors are exempt from the limitations on making political contributions under that

law. Further, for that reason, as well as because of language in New Jersey’s Annual Appropriations Act,

refusal to disclose campaign contributions otherwise required by N.J.S.A. 19:44A-20.3 et seq. and

N.J.S.A 19:44A-20.25 et seq., will not adversely affect your consideration for award.”

Cost Proposals shall be submitted in a sealed envelope and clearly marked with the project name and Consultants address, phone & fax number, and due date of the Cost Proposal.

The request for the RFP/Scope of Services must be received by the County of Union by November 15, 2022 no later than 12:00 Noon, prevailing time, in the Conference Room, Division of Engineering, 2325 South Avenue, Scotch Plains, New Jersey 07076.

The County will not be responsible for late delivery by the U.S. Mail or any other carrier. Hand delivery of proposals are strongly discouraged. If delivered by hand, you will not receive confirmation of delivery. No late bids will be accepted.
