The Naval Medical Center San Diego (NMCSD) intends to award a sole source purchase order under the authority of FAR 13.106-1(b), due to only one source being available to meet the Government's needs, to:
Colossal Contracting, LLC
The North American Industry Classification System (NAICS) code for this requirement is 541519; the business size standard is $27,500,000.
The objective of this sole source award is to procure a system networked upgrade and extension for the Ascom Telligence Nurse Call System at Naval Hospital Twentynine Palms, in accordance with the statement of work including all parts, support, labor, maintenance and service charges.
Colossal Contracting, LLC is the only source that can perform the new upgrade and extension installation for the Emergency Department and remaining Patient Ward Rooms, while simultaneously merging the new installation with the currently installed system and ensuring interoperability so that all systems and devices can exchange data and interpret that shared data. Only Colossal Contracting, LLC possesses the current system configurations, system layout, and component installation plans needed to tie the new areas to the current system, provide follow-on maintenance and support on both systems while preserving the validity of the original 5 year warranty for the initial installation which was also performed by Colossal Contracting, LLC. Repairs and further upgrades to the system are highly technical and rely on the previous plans, successful installation of the upgrade, integration and implementation which are further complicated by the complexity of the system hardware and software. Use of a different vendor could adversely affect the operations of the overall system, void the warranties established at initial installation and jeopardize Patient Safety which relies on the Nurse Call System for every day operations.
This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work. Capability statements shall not exceed 6 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order.
Capability statements are due by 9:00 AM Pacific Standard Time, September 26, 2017. Capability statements shall be submitted by e-mail ONLY as a Microsoft Word or Adobe PDF attachment to the following address: firstname.lastname@example.org.
