This is NOT a Request for Proposals (RFP). This is a Pre-Solicitation notice (synopsis) for a competitive procurement. The Federal Highway Administration (FHWA) has a requirement entitled, “Infrastructure Materials Laboratories (IML) Support Services.” The Contractor(s) shall conduct advanced IML operations research and development projects and tasks in support of the FHWA mission and activities, as needed on a Task Order basis. Infrastructure Materials Research laboratories are located at the Turner-Fairbank Highway Research Center (TFHRC). The Government anticipates multiple, Indefinite Delivery Indefinity Quantity (IDIQ) contracts to be awarded for these Research & Development services with an anticipated ordering period of 60 months. The NAICS code is 541715- Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology). Task Orders will be Cost Plus Fixed Fee (CPFF), Firm-Fixed Price (FFP), or a hybrid of both.
THE SOLICITATION WILL BE OFFERED AS A SMALL BUSINESS SET ASIDE.
The solicitation will be available electronically March 2022. and may be accessed through Contract Opportunities at www.sam.gov. It is the offeror’s responsibility to monitor the aforementioned site for the release of the solicitation and any amendments.
BACKGROUND:
FHWA Office of Infrastructure Research & Development (HRDI) conducts and oversees research and development programs and projects that address critical highway infrastructure needs and priorities of national importance. Studies focus on the design, materials, construction, operation, and preservation of highway pavements, bridges, culverts, tunnels, and other structures. In addition, HRDI provides expert technical assistance to other FHWA offices, other Federal agencies, State and local transportation organizations, industry, and academia.
Through an integrated and interdisciplinary research approach, HRDI provides state–of–the–art knowledge and tools with the goal of improving the safety, performance, and cost effectiveness of the Nation’s highway infrastructure, while minimizing the impacts that highway construction, operations, maintenance, and rehabilitation may have on the environment. Across the highway infrastructure spectrum, the contributions of stakeholders in the development and execution of multiple year research and development plans and roadmaps are key to the success of the office.
OBJECTIVE:
The objective of this requirement is to provide non-personal research and technical support for Infrastructure Materials Research Programs at the Turner-Fairbank Highway Research Center
The contractor shall provide the overall management and operation in support of the requirement. Overall management and operation of IMLs shall include, but is not limited to, the following actions:
