BID NO. 17-007 ? INCUBATOR BUILDING ROOFING PROJECT

Sealed proposals for the construction of the Incubator Building Roofing Project, addressed to the City of New Port Richey, City Clerk's Office, 5919 Main Street, New Port Richey, Florida 34652, will be received at the office of City Clerk until 2:00 p.m., local time, on April 6, 2017. Any bids received after the time and date specified will not be considered.

The bid opening will be held promptly at 2:00 p.m., local time, on April 10, 2017, in the City of New Port Richey Council Chambers, City Hall, 5919 Main Street, New Port Richey, Florida, 34652, at which time the proposals will be publicly opened and read aloud.

The project contemplated involves construction of improvements consisting of the following major components:

The City of New Port Richey Incubator Building structure is a one-story masonry commercial building. The subject roof structure is constructed in a low-slope configuration with the slope pitching to the north, east and west directions. The roof structure consists of pre-manufactured/pre-engineered metal bar joists decked with corrugated metal panels. The roof surface is covered with tapered polyisocyanurate foam insulation board and a 60 mil TPO roofing membrane system over a metal deck.

The project consists of complete removal of approximately 5,600 SF of the existing TPO membrane, polyisocyanurate foam insulation board, and expansion joint cover. Installation of new tapered polyisocyanurate rigid insulation board mechanically attached to existing roof deck. Installation of a mechanically attached white 60 mil thermoplastic polyolefin (TPO) roof membrane and associated TPO flashing accessories, perimeter metal flashing systems, new expansion joint cover and counterflashing systems on the north roof.

Bids shall be submitted for furnishing, delivering, and installing all materials, equipment, incidentals and services, including labor for replacing the North roof on the Incubator Building, and all other associated work required for the roofing project. All work shall be done as described in the Contract Documents and as shown on the Drawings and complete in 30 calendar days.

Drawings and specifications may be examined at the City of New Port Richey Public Works Facility, 6132 Pine Hill Road, Port Richey, FL 34668 or at the office of the engineer, Billerreinhart Engineering Group, Inc., 721 1st Avenue North, Suite 100, St. Petersburg, FL 33701. A CD containing an electronic copy of the Bid Documents (.pdf format) may be obtained from Billerreinhart Engineering Group, Inc., and a printed hard copy of the Bid Documents may also be obtained from Billerreinhart Engineering Group, Inc., upon payment of $100.00. Return of the Bid Documents is not required and the amount paid for the Bid Documents is nonrefundable.

A Pre-Bid meeting and site visit shall be conducted on March 16, 2017 in the parking lot at the south side of the Incubator Building (6345 Grand Boulevard, New Port Richey, FL 34652) @ 10:00 AM. Attendance at this meeting and the site visit is mandatory. Failure to attend and sign in at both the meeting and the site visit will result in a bid being determined non-responsive.

Each bid must be submitted, in triplicate, on the prescribed Proposal forms and accompanied by Bid security on the prescribed form, payable to the City of New Port Richey, in an amount not less than 5 percent of the base bid amount.

The successful Bidder will be required to furnish the necessary additional bond(s) for the faithful performance of the Contract, as prescribed in the Contract Documents.

All Bid Bonds, Contract Bonds, Insurance Contracts and Certificates of Insurance shall be either executed by or countersigned by a licensed resident agent of the Surety or insurance company having his place of business in the State of Florida. Further, the said Surety or insurance company shall be duly licensed and qualified to do business in the State of Florida.

In order to perform public work, the successful Bidder shall, as applicable, hold or obtain such Contractors' and Business Licenses as required by state statues.

Before a Contract will be awarded for the work contemplated herein, the Owner will conduct such investigations as is necessary to determine the performance record and ability of the apparent low Bidder to perform the size and type of work specified under this Contract. Upon request, the Bidder shall submit such information as deemed necessary by the Owner to evaluate the Bidder's qualifications.

The right is reserved to reject all Proposals or any Proposal not conforming to the intent and purpose of the Contract Documents, and to postpone the award of the Contract for a period of time which, however, shall not extend beyond 90 days from the Proposal opening date.
