INVITATION TO BID
The Frederick County Procurement & Contracting Department, Winchester Hall, 12 East Church
Street, Frederick, Maryland 21701, will receive sealed proposals for:
IMPROVEMENTS TO GAS HOUSE PIKE
AT LINGANORE CREEK

Description of Work: The project is located in Frederick County, Maryland. The project will be
bid as roadway improvements to Gas House Pike, replacement of Bridge No. F09-21 and
construction of Bridge No. F09-25 The work will include complete removal of existing structures,
installing a single 77’ span prestressed girder bridge with concrete substructure and caisson
foundation, installing a single 52’ span prestressed girder bridge with concrete substructure and
caisson foundation, installing new bridge railings, replacing portions of the existing traffic barriers,
installing new traffic barriers and end treatments, installing pipe culverts and headwall, installing
storm water management facilities, installing a 10” diameter sanitary sewer line with associated
items, 12” diameter water line with associated items, regrading approaches, placing full depth
pavement and tying grading into existing topography. A temporary stream diversion will be used.
The in-stream work restriction period is from March 1 through May 31 inclusive during any year.
Pre-Bid Conference: A non-mandatory Prebid Conference will be held on April 30, 2019, at
10:00 AM, local time in the Winchester Room. 2nd Floor, Winchester Hall, 12 East Church Street,
Frederick, Maryland 21701.

Date of Bid Opening: Sealed Proposals for the above will be received by the Frederick County
Procurement & Contracting Department, Winchester Hall, 12 East Church Street, Frederick,
Maryland, until 2:00 PM., local time, on May 30, 2019 at which time and place they will be
opened publicly and read in the Procurement & Contracting Conference Room, 2nd Floor,
Winchester Hall, 12 East Church Street, Frederick, Maryland.
Bids must be made in accordance with the requirements in the Bid Documents.
Federal Funding: This project is funded in part by the Federal Highway Administration and federal
aid requirements required thereby apply to this project.

Disadvantaged Business Enterprises (DBE): This contract is subject to the requirements of Title
49, Code of Federal Regulations, Part 26, Participation by Disadvantaged Enterprises in
Department of Transportation Financial Assistance Programs. A separate contract goal of 9.0%
DBE participation has been established for this procurement.

Prevailing Wage Requirements: It shall be mandatory upon the Contractor to whom the Work is
awarded and upon any subcontractors under the Contractor to pay not less than the general
prevailing rate of wages as determined by the Secretary of Labor. The requirements of the Davis-
Bacon and Related Acts apply to this procurement.

MD55, State: Maryland, Construction Type: Highway, County: Frederick County in Maryland) is
provided in the Contract Provisions of the bidding documents. Bidders must use the most recent

Bid Guarantee: No bids will be considered unless accompanied by a certified check, cashier's
check, or a treasurer's check drawn upon a bank or bid bond payable to the Frederick County,
Maryland, in the amount of 5 percent of the total bid price.
The successful bidder shall furnish a Payment Bond and a Performance Bond in the full amount
of the Contract Award. The successful bidder shall give bond, and comply with the Acts of the
General Assembly of Maryland respecting contracts.
Frederick County reserves the right to accept and/or reject any bids and to waive any informalities
or irregularities in the bidding.
Frederick County government does not discriminate on the basis of race, color, national origin,
