Manassas Southside Booster Pumping Station Modifications
Project Code: 22WMSF1851
Prince William County Service Authority is accepting competitive sealed bids from qualified
Contractors for the Manassas Southside Booster Pumping Station Modifications project.
Sealed Bids will be accepted until 2:00 PM EST on September 15, 2020 through an electronic
tool called Sourcing and Contracting in the Virginia’s e-procurement Portal (eVA). Bids will then
be publicly opened and read aloud. Bids received after the specified time will not be considered.
PROJECT LOCATION: 8170 Blooms Quarry Ln., Manassas, Virginia, 20111
GENERAL DESCRIPTION: Provide all materials, equipment and labor necessary for the
construction of Manassas Southside Booster Pumping Station Modifications. The work includes,
but is not limited to the following:
Mobilization: Limited to a maximum of three percent (3%) of the total of all other items.
Horizontal Split-Case Pump Installation – Replacement of two existing horizontal split-
case pumps with two new horizontal split-case pumps and installation of a third new
horizontal split case pumps and all related work as shown in the Contract Documents and
as necessary for the prosecution of Work.
Pump Control Valves – Replacement of two existing pneumatic type pump control valves
with two new 12-inch diaphragm pump control valves and installation of a third new 12-
inch diaphragm pump control valve.
Electrical and Instrumentation – Installation of all electrical equipment and related work
for the new horizontal split case pumps and pump control valves, installation of a new PLC,
installation of a new Communications Panel (including all instrumentation equipment),
installation of security equipment, and all related work as shown in the Contract
Documents and as necessary for the prosecution of Work.
Structural – Replacement of three existing concrete equipment pads and placement of a
fourth concrete pad for the new horizontal split-case pumps, and all related work as shown
in the Contract Documents and as necessary for the prosecution of Work.
Piping – Installation of pump suction and discharge piping as required for the new
horizontal split-case pumps and pump control valves, pipe supports, and all related work
as shown in the Contract Documents and as necessary for the prosecution of Work.
Demobilization and Closeout – All work related to demobilization of project site and
closeout as required by the Contract Documents.
Bidder shall submit each bid and required accompanying documents using the blank form(s)
provided in this Project Manual.

PRE-BID CONFERENCE: A Non-Mandatory Pre-Bid Conference is scheduled for 1:00 PM
EST, August 6, 2020.
Due to the public health emergency, the Pre-bid Conference will be conducted via live stream tool.
The Service Authority will hold a Pre-Bid Conference using WebEx Meeting. While attendance is
not mandatory, prospective Bidders are strongly encouraged to attend. Potential Bidders interested
in attending the Pre-bid Conference may download the application and join the meeting via the
WebEx application by audio, video or both. If a Bidder plans to join the Pre-Bid Conference, the
Bidder must inform the Procurement Department at purchasinggroupemail@pwcsa.org with the
following information: vendor name, business address and contact person. The Service Authority
will provide the WebEx link to requestors only. Upon completion of the meeting, the Service
Authority will post an attendance list on the Service Authority website.
Interested Bidders and Subcontractors are strongly encouraged to attend. Pleas of ignorance of any
conditions existing on the work-site, or difficulties encountered in the execution of the Work, or
as a result of failure to make necessary investigations and examinations, will not be accepted as an
excuse for any failure or omission on the part of any Bidder to properly fulfill the requirements set
forth in the Contract Documents.
SITE VISIT: A site visit will not be required for this project, but is optional. The site visit will
be one hour following the Pre-bid Conference and will be held at the site located at 8170 Blooms
Quarry Ln., Manassas, Virginia, 20111.
The Service Authority will limit attendance to one (1) representative per firm. Masks and gloves
must be worn in order to enter the Booster Station. The number of individuals inside the Booster
Station will be limited to three (3) at a time.
QUESTIONS DEADLINE: Submit questions, in written form only, to Purchasing Manager at
purchasinggroupemail@pwcsa.org no later than 12:00 PM EST, September 01, 2020. The
subject line of the email request for questions should read as follows: “Questions-[Solicitation
Number-Solicitation Title]”
BID SUBMISSION: Electronic Bids will be received until 2:00 PM EST on September 15, 2020.
Late submissions after this time and email submission are not acceptable.
BID OPENING: Pursuant to the competitive bidding provision of the Service Authority’s
purchasing regulation and the Code of Virginia, and subject to the terms and conditions listed herein,
electronic bids will be opened then read aloud via WebEx immediately after close of the bid
submission.
Bidders interested in attending the bid opening, must contact the Procurement Department
at purchasinggroupemail@pwcsa.org to obtain the WebEx access information.
BID DOCUMENTS: Digital copies of the Bid documents are available for no charge and upon
request by emailing the Procurement Department at purchasinggroupemail@pwcsa.org. Include
the Solicitation Number and Title in the subject line of your email request.
Important Note: Neither the Owner nor the Engineer will be responsible for full or partial sets of
Contract Documents, including any Addendum, obtained from any other source.
