SECTION I: INSTRUCTIONS TO BIDDERS
A. The Town of Christiansburg (Town) is soliciting unsealed bids for the goods or services
specified herein and in accordance with all sections of this Invitation for Bid (IFB).
B. Unsealed bids must be received via in-person delivery, mail, or electronic submission through
eVA, on or before Monday, June 29, at 3:00 PM, EST. If hand delivered or mailed, the time of
receipt shall be determined by the time clock stamp in the Purchasing Office. If submitted via
eVA, time of receipt shall be determined by the eVA submittal system time clock.
1. Bids should be signed and must be submitted with the provided documents.
2. The Bidder must provide all exceptions to this Invitation for Bid in writing, to be included
with the Bid.
3. Bids received after the deadline will not be accepted.

If bids are hand delivered or mailed, they must be delivered to the Town of Christiansburg
Purchasing Office, 100 East Main Street, Christiansburg, VA 24073. It is the bidder’s
responsibility to confirm that all bids are received by the Town’s Procurement Officer prior to
the time stated above. Unsealed bids should be returned in an envelope clearly marked, “Bid
Response for IFB 26500028 Monthly Elevator Maintenance” and addressed to Tara Vance,
Procurement Officer. Bidder’s name should be clearly marked on the outside of the envelope.
D. To submit an online bid through eVA, refer to the online bidding instructions available at the
following link https://www.youtube.com/watch?v=KSxcAkOekW0. In order to submit an online
bid through eVA the Bidder should be a registered vendor in eVA. The Town of Christiansburg
is not responsible for establishing vendors in eVA. Bidders are advised that the process of
becoming an established vendor in eVA may take several days. If the Bidder encounters any
issues submitting an online bid through eVA, the Bidder should contact eVA Customer Care for
assistance. Note that eVA will not accept files larger than 60 MB.
E. Questions regarding this IFB should be sent to Tara Vance (tvance@christiansburg.org) by June
15, 2026, by 5:00 p.m. Answers to all questions received before the deadline stated above will
be answered in the form of an Addendum to be published no later than Wednesday, June 17,
2026, by 5:00 p.m. Questions received after June 15, 2026 may not be answered.
F. An optional pre-bid meeting will occur on Monday, June 15, 2026 at 10:00 a.m. local time.
Attendees will gather outside of Town Hall. The purpose of this pre-bid meeting is to allow
prospective bidders to visit and inspect the elevators the contractor will maintain. This visit may
be the only opportunity for prospective bidders to inspect the elevators. The Town reserves the
right not to accommodate requests for inspections by prospective bidders on other days and times.
G. Each bidder will complete, and sign if requested, and submit the following documents as his or
her bid:
1. Corporate Registration Form
2. Bidder Information Form
3. Pricing Schedule (any exceptions must be included on this form)
4. Submit signed acknowledgement of any addenda that may be issued by the Town for this
IFB.

SECTION II: PURPOSE
The intent and purpose of this Unsealed IFB is to establish a contract with one vendor to perform
frequent and regular preventive and routine maintenance on the Town’s elevators in compliance with
applicable local, federal and state laws and regulations.
SECTION III: REQUIREMENTS
A. GENERAL
1. The Contractor will perform regularly scheduled monthly maintenance, 6-month maintenance
inspections, and 5-year weight tests for five (5) passenger elevators listed in the Pricing
Schedule.
2. The Contractor will inform the Town’s Contract Administrator, in writing, of any maintenance
and repair issues with any elevators.
3. At a minimum, the Contractor will perform maintenance in compliance with applicable Town
Code or Ordinances and applicable laws and regulations of the Commonwealth of Virginia and
the United States of America.
4. Any elevator mechanic performing repairs on the Town’s elevators shall have a current license
issued by the Virginia Department of Professional and Occupational Regulation.
B. SPECIFIC
The Contractor will perform the tasks listed below.
1. Traction Equipment
a. Regularly and systematically examine
b. Adjust and lubricate as required
c. Furnish needed greases and oils
d. If conditions warrant, repair and replace:
(1) Machine
(2) Motor
(3) Generator
(4) Controller Parts to include worms, gears, thrusts, bearings, brake magnet coils, brake
motors, brake shoes, brushes, windings, commutators, rotating elements, contacts, coils,
resistance for operating and motor circuits, magnet frames, and other mechanical parts,
using only high-grade parts especially designed for this purpose.
2. Hydraulic Equipment
a. Regularly and systematically examine
b. Adjust and lubricate as required
c. Furnish oil and greases, packing and seals, and pumps and valves
d. If conditions warrant, repair and replace:
(1) Hoisting Ropes – Including tension examination
(2) Wire Ropes
(3) Conductor Cables
(4) Shoe Gibs
(5) Guide Rails
(6) Rollers
(7) Pumps
(8) Electric Motors
(9) Controller Parts to include contacts, coils, timers, resistors for motor and controller
circuits, magnetic relays, and other mechanical parts, using only high-grade parts
especially designed for this purpose.
