The bidder shall promptly provide any information the City requires to enable the City to
properly evaluate the bidder’s request for such a waiver. The City reserves the right to
determine in its sole discretion whether to allow such a waiver.
Richmond Gas Works (RGW) desires to contract with a qualified firm for the purpose of
furnishing and delivering Electro Fusion Fittings for natural gas systems to RGW, if and
when ordered, on an as needed basis. The quantities for this Invitation for Bid (IFB) are
2. STATEMENT OF WORK
a. To provide the RGW need for Electro Fusion Fittings.
b. Delivery time estimates are required for inventory planning and may be a factor in
determining the responsiveness of vendors in awarding this contract. Delivery times
should be from notification of an order to delivery in Richmond.
c. Delivery F.O.B: 400 Jefferson Davis Highway, Richmond, VA 23224. Required Time for
Delivery: 30-45 days.

e. Deliveries shall be accepted Monday thru Thursday, from 10:00 a.m. – 2:00 p.m.
Excluding City Holidays) as scheduled between the Contractor and Department of Utilities
ALL ITEMS QUOTED SHALL BE AS SPECIFIED OR APPROVED BY
GAS OPERATIONS IN RICHMOND GAS WORK.
THE WAREHOUSE SHALL BE NOTIFIED OF ANY SUBSTITUTIONS.
i. MT Deason Tri-Fusion, IPEX Friatec and GF Central Plastics are the only brands of electro
fusion fittings approved for use on RGW natural gas distribution system. Any other brand
will not be considered unless approved by Richmond Gas Works.
ii. All fittings must be produced from a resin that has a PPI listing of PE100/3408/4710 which
complies with ASTM D3350. All polyethylene fittings shall conform to ASTM D 2513.
The thickness of the polyethylene fittings (SDR) installed, should be as thick as or thicker
than the pipe (i.e. fitting SDR ≤ pipe SDR). Fittings must be engineered for use on HDPE
pipe. Must be ASTM F-2897 Traceability Compliant.
iii. All service tees must have the capability to be pressure tested through the top cap. All
fitting caps must be PE100/3408/4710 and be pressure rated to a minimum of 125 psig.
Fitting are to have polyethylene caps. Largest available cutter on service tees.
iv. All fittings must have resistor pins for the ability to use the dedicated mode so the processor
can obtain fusion information and cooling times.
v. All fittings shall require no additional tooling to affix to the main. All tees and saddles must
have a permanent under clamp.
