The purpose of this Invitation for Bid (IFB) is to select a Responsible Bidder that can provide the scope of work for this solicitation which includes the refurbishment of the McDuff WTP and Norwood WTP which contain similar work scope/components such as, but not limited to: removal and replacement of the high service pumps, removal and replacement of the motor control centers (MCCs), installation of variable frequency controllers for the high service pumps, removal and replacement of chlorine analyzers, removal and replacement of flow monitoring devices, and refurbishment of the high service pump building. Several of these work scope components have the potential to impact the operation of the treatment plants and operation of the high service pump systems, which can impact the distribution of potable water to JEA’s North Grid. Additional information can be found in Appendix A - Technical Specifications.

Mandatory Site Visits
November 09, 2021 Starting at the McDuff WTP immediately following the Pre-BidMeeting. After the
conclusion of the McDuff WTP we will travel to the Norwood WTP site visit (1033 Escambia Street,
Jacksonville, FL, 32208).
(Appropriate PPE for the site visit will be safety boots, vest, hard hat, safety glasses)
Bids are due on December 07, 2021 by 12:00 PMEST
All Responses shall be submitted through JEA’s E-Procurement and Contract Management Portal which is
provided by Zycus Supplier Network which can be accessedat https://zsn.zycus.com/guest. Instructions on
