Work to include the rehab, replacement or removal of structures on I-80 and I-81. Preliminary Engineering to 30% conceptual plans, Environmental Services to Environmental Clearance and Construction Services including Type 2 plan reviews. Including but not limited to the following tasks: survey; the following are conceptual: line & grade, utility coordination, pavement design, TS&L, right of way plans, traffic control plans. Cultural resource studies, structure borings, Design Build PS&E Package.
The Department reserves the right to expand Preliminary Engineering beyond 30% and/or add Final Design and Right of Way phases.
Firms responding to this advertisement that are providing Right of Way services must be registered ECMS business partners and on the Department's current ITQ for acquisition consultants.
Limited to a maximum of five (5) (8 1/2" x 11") pages, typed using 12 font size or larger. The font size will be checked for the entire pdf document by using Adobe Pro or similar software. If Adobe Pro is unavailable, the project manager (PM) will convert the pdf document to a word document. The PM will open the word document and verify the text size. The first four (4) pages will contain the consultant's approach to the project. The only information allowed on the fifth page is the conflict of interest statements and the consultant's position regarding content that it considers to be confidential proprietary information, trade secrets or otherwiseexempt from public access.

The statement of interest, at a minimum, should indicate how the selected firm will accomplish the tasks outlined and provide the services as detailed. The anticipated duration of the agreement is 6 years.
The goal for Disadvantaged Business Enterprise (DBE) participation in this agreement shall be 10 % of the total agreement cost. Cost included in a DBE firm's price proposal as direct cost of work and services by others shall not count as DBE participation in this agreement, unless completed by a DBE firm. Additional information concerning DBE participation in this agreement is contained in the General Requirements and Information Section referenced below.
