SPECIFIC OFFICIAL NOTICE NO. 93-1-2023
Sealed bids will be opened on Thursday, October 19th, 2023 at 10:30 A.M. for HP-189 HOWARD FILTER REHABILITATION.
Bids are opened remotely and the public is welcome to attend. Submit your bid either via Bid Express or via email to DPWbids@milwaukee.gov as detailed below. Contact DPWbids@milwaukee.gov to attend the bid opening via conference call.
REHABILITATION WORK TO REMOVE AND REPLACE THE FILTER UNDERDRAINS FOR FILTER NO. 4, NO. 5, NO. 6 AND NO. 7 INCLUDING ASSOCIATED FILTER MEDIA AT THE MILWAUKEE WATER WORKS (MWW) HOWARD AVENUE WATER TREATMENT PLANT.

NOVEMBER 29, 2024 SUBSTANTIAL COMPLETION FEBRUARY 10, 2025 FINAL COMPLETION
Liquidated Damages, per diem: $ 1,000.00
The residency requirement for this project is 40% of all hours worked on the project. One quarter of these hours must be attributable to residents living in the following zip codes: 53204, 53205, 53206, 53208, 53210, 53215, and 53233.
The SBE requirement for this project is 15% of the contract base bid. The SBE Compliance Plan (Form A) must be submitted with the bid and is an element of bid responsiveness. SBE certificates must be submitted with the Form A. Incomplete SBE Compliance Plans (Form A) or inaccurate SBE Compliance Plans will not be accepted and will render the bid unresponsive. The apprenticeship requirements for this project are: 1- Construction Craft Laborer. If this contract is awarded at $500,000 or higher, 25% of all apprentice labor hours must be worked by apprentices certified for participation in the Residents Preference Program and 40% of all apprentice labor hours must be attributed to apprentices living in the following zip codes: 53204, 53205, 53206, 53208, 53210, 53215, and 53233
The contractor shall specifically note the SBE, residency, and apprenticeship forms for this project. If the forms are not filled out properly, it will be cause for rejection of the bid.
Bid Security Required: Bond, Certified Check, Cashier’s Check or Cash to accompany bid: 10% of the Contractor’s Base Bid. For those bids being submitted through Bid Express and using a manual Bond, the contractor may send a signed/executed copy of the bid bond to the Department of Public Works Contract Office by emailing DPWbids@milwaukee.gov. THE EMAILED COPY OF THE BOND MUST BE RECEIVED BY NO LATER THAN 10:30 A.M. ON THE SAME DATE THAT THE BIDS ARE DUE FOR
THAT SPECIFIC OFFICIAL NOTICE, or the bid will be considered non-responsive. The original bid bond document must then be submitted by the contractor to the Department of Public Works Contract
Office in-person or by mail to 841 N Broadway, Rm. 506, Milwaukee, WI 53202, immediately upon being notified that they are the apparent low bidder.
IMPORTANT NOTICE: All bid documents for the listed project(s) are available electronically at www.city.milwaukee.gov/dpwbids and at www.bidexpress.com and can be submitted using either Bid Express or by emailing PDF copies of the complete bid documents to DPWbids@milwaukee.gov before 10:30 am on the date of the bid opening. PAYMENT MONITORING REQUIREMENTS: All Contractors awarded a contract valued at $25,000.00 or more are required to participate in training on the City of Milwaukee’s B2GNow contract compliance software within 30 days of the contract award date. Throughout the contract term, Contractors are required to regularly provide timely subcontractor payment information in the City’s contract compliance software. Please contact the Office of Equity and Inclusion (OEI) at 414-286-5553 should you have any questions or concerns regarding the training or reporting process.
PRE-BID MEETING: A "MANDATORY" Pre-Bid Meeting is scheduled for Tuesday, October 10th, 2023, at 10:00 A.M. in the Howard Water Treatment Plant Conference Room, 3929 South 6th Street, Milwaukee, Wisconsin 53221. All attendees are required to e-mail email@example.com and firstname.lastname@example.org at least 24 hours in advance of the Pre-Bid Meeting to be placed on the visitor list for access to the Howard Water Treatment Plant. The City of Milwaukee will ONLY receive bids from prospective bidders who are in attendance at the MANDATORY Pre-Bid Meeting.
SITE VISIT: A site visit will be available at the conclusion of the MANDATORY Pre-Bid Meeting.
DAVIS BACON COMPLIANCE PROVISIONS: This contract is subject to the Davis Bacon Compliance Provisions. The contractor shall submit weekly payroll certification, utilizing the Payroll form included in the contract documents or equivalent.
AMERICAN IRON AND STEEL (AIS): All iron and steel products provided by the contractor shall be produced in the United States and comply with the American Iron and Steel Requirement (AIS).
PAYROLL MONITORING REQUIREMENTS: The Prime Contractor awarded this project is required to participate in training on the City of Milwaukee’s Labor Compliance Reporting (LCR) Software after the date of contract award. Throughout the contract term, Contractors are required to regularly provide timely payroll information via LCR.
