NOTICE IS HEREBY GIVEN that sealed bids will be received at the Multi-Use Room in City Hall, 50 East 2nd North in Green River, Wyoming, until 2 pm local time on April 6, 2017; at which time and place all bids in hand will be publicly opened and read.

The following is a brief description of the project: The total base bid project is comprised of street reconstruction and storm sewer line construction on Hitching Post Drive, a Minor Arterial within the City of Green River, from Monroe Avenue to just south of Crossbow Drive. Approximate quantities are: 1,400 linear feet of street reconstruction with asphalt or concrete pavement, curb, gutter, and sidewalk replacement and 1,400 LF of storm sewer. The water main alternate bid is for the replacement of 1,400 LF of 12 PVC water main and 600 LF of 8" PVC water main, along with various valves and hydrants.

Electronic Plans and Specifications are available for download from the Citys website for $10. Alternatively, hard copies of the Plans and Specifications are on file and may be purchased for $75 per set from the Finance Department in lower level Green River City Hall, mailing address 50 East 2 nd North, Green River, WY 82935; The cost of the Plans and Specifications is non-refundable.

A mandatory Pre-Bid Meeting is scheduled for March 28, 2017, at 1:30 pm local time beginning at the Old Courtroom (lower level) in City Hall, 50 East 2nd North in Green River, Wyoming.

No bid shall be awarded by the City until such time as the City has had sufficient time to study all bids to see that said bid will meet the standards as set out in the specifications.

All bids shall be accompanied by a Bid Bond in the amount of five (5) percent of the amount of bid. No checks will be accepted. Bid Bond must be issued in the name of the bidder. Successful bidder shall be required to provide Performance and Payment Bonds each in the total amount of the bid.

The General Contractor listed in the Bid package must be currently listed in the Wyoming Department of Transportations Prequalified Contractors List with an unexpired membership to be prequalified to submit a Bid for the 2017 CIP PHASE I? HITCHING POST DRIVE RECONSTRUCTION.

Pursuant to W.S. 16-6-106, "preference is hereby given to materials, supplies, agricultural products, equipment, machinery and provisions produced, manufactured or grown in Wyoming, or supplied by a resident of the state, quality being equal to articles offered by the competitors outside of the state".

Preference shall be given to Wyoming resident contractors as defined by Wyoming Statutes, Section 16-6-101, in accordance with the provisions of Section 16-6-102, and in accordance with the provisions of Section 16-6-103 with respect to limitations on nonresident subcontractors by a successful resident bidder. Proof of Wyoming Department of Employment certification of residency status, if applicable, must accompany the bid. All bids shall be subject to the Wyoming Preference Act of 1971, Wyoming Statutes, Section 16-6-201, et seq, regarding the employment of Wyoming laborers.

The Green River Governing Body hereby reserves the right to reject any and all bids and to waive irregularities or informalities in the bids .
