Description

This Request for Proposals (RFP) is published to solicit proposals from recruitment firms to recruit and retain providers for healthcare organizations in the State of New Hampshire. The recruitment firm will work with the New Hampshire Department of Health and Human Services (Department) and the healthcare community in New Hampshire to identify vacancies across the State and engage in national and international recruitment with the goal of permanently relocating healthcare professionals to New Hampshire.

Vendors must have a minimum of three (3) years in business providing recruitment services in order to qualify for this RFP.

1. INTRODUCTION
Purpose and Overview
This Request for Proposals (RFP) is published to solicit proposals from recruitment
firms to recruit and retain providers for healthcare organizations in the State of New
Hampshire. The recruitment firm will work with the New Hampshire Department of
Health and Human Services (Department) and the healthcare community in New
Hampshire to identify vacancies across the State and engage in national and
international recruitment with the goal of permanently relocating healthcare
professionals to New Hampshire.
Vendors must have a minimum of three (3) years business of providing recruitment
services in order to qualify for this RFP.
The Department anticipates awarding one (1) contract for the services in this RFP.
Contract Period
The Contract resulting from this RFP is anticipated to be effective March 1, 2022, or
upon Governor and Executive Council approval, whichever is later through December
31, 2024.
The Department may extend contracted services for up to five (5) additional years,
contingent upon satisfactory Contractor performance, availability of continued funding,
and Governor and Executive Council approval.
2. BACKGROUND
Background
The State of New Hampshire has approximately 1.36 million citizens, across ten (10)
counties; Belknap, Carroll, Cheshire, Coös, Grafton, Hillsborough, Merrimack,
Rockingham, Strafford, Sullivan. Across the State, there are twenty-six (26) hospitals,
approximately 2,000 physician offices, and approximately eighty (80) Long Term Care
Facilities.
Approximately 12% of New Hampshire’s workforce is currently employed in the
healthcare field. Due to the COVID-19 pandemic, the State is experiencing healthcare
workforce shortages during a period when there is a higher burden on the healthcare
system. The lasting impact of COVID-19 on the health and wellbeing of citizens will
most likely lead to a higher dependency on the healthcare system. In addition, the
State has an average population age of 43 years old, which is the third highest in the
nation, leading to greater demands on the State’s healthcare system.
The Department is the largest state government agency, responsible for the health,
safety and well-being of the citizens of New Hampshire. The Department provides
services for individuals, children, families, and seniors, and administers programs and
services such as mental health, developmental disability, substance abuse, and public
health.
The Department collaborates with community groups, private providers, and other
state and local government entities to protect and improve the health of citizens. The

Department intends to support the State’s providers in obtaining the proper healthcare
workforce to ensure the long-term health, safety and well-being of the citizens of New
Hampshire.
2.2 Vision
The Department seeks a recruitment firm to recruit and retain providers for healthcare
organizations in the State of New Hampshire. The selected Vendor will work with the
healthcare community and associations within New Hampshire to identify statewide
employment opportunities for the healthcare workforce from across the country and
internationally. The Department will oversee the marketing strategy and incentives to
retain workforce to live and work in New Hampshire. The selected Vendor will be
expected to recruit the healthcare workforce, facilitate the job interviews, assist with
living arrangements, and the licensing process. Ultimately, the Department’s goal is
to ensure New Hampshire has the appropriate healthcare workforce to meet the needs
of its citizens.
3. STATEMENT OF WORK
Needs Assessment
3.1.1. The selected Vendor must recruit and retain providers for participating
healthcare organizations in the State of New Hampshire. The selected
Vendor shall:
3.1.1.1.
Forecast recruitment needs by position (as listed below) and
by county across the State, utilizing data from the government
agencies, professional publications, and other available
resources.
3.1.1.2. Collaborate with the Department to utilize a statewide
electronic vacancy tracking database, to oversee healthcare
vacancies during the contract period.
3.1.1.3. Identify the impact of COVID-19 on the healthcare workforce
population.
3.1.1.4. Establish relationships with healthcare providers across the
State.
3.1.1.5. Establish relationship(s) with New Hampshire association(s),
as identified by the Department.
3.1.1.6. Demonstrate an understanding of the socio-economic
environment of the State in order to promote the lifestyle New
Hampshire offers.
3.1.1.7. Develop and provide plans to the Department to increase
employee retention.
