The Department of Veterans Affairs, Network Contracting Office 22, is issuing this special notice to inform industry contractors of the intent to execute a Single Source award as prescribed in FAR 13.106-1(b)(i) with Genmark Diagnostics, Inc. 5964 La Place CT STE 100, Carlsbad, CA 92008.
The requested HCV test kits are currently being fulfilled by the Gen mark Diagnostics at the Southern Arizona VA Healthcare System. At this time, posting a solicitation would delay patient HCV testing and halt normal laboratory operations. No other manufacturer's test kits are compatible with the XT-8 Analyzer. At this point, a new instrument will require extensive validation and staff training on the new equipment, which is very costly and time consuming. Based on this, the Genmark Diagnostics is the only responsible source for the requested items. Only one source can provide the supplies or services in
accordance with (IAW) FAR 13.106-l(b).
The Genmark Diagnostics recently supplied HCVg Test Kits for the Southern Arizona Healthcare System under PO VA258-17-P-1875 until 2021. Due to unforeseen circumstances, the option year could not be exercised in time. In order to maintain normal operations, a one-year PO is recommended to prevent a lack of coverage until a new Blanket Purchase Agreement or a PO with options is competed and established in the near future.
This procurement is being conducted using commercial item procedures pursuant to FAR Part 12 and FAR part 13. The place of performance is as follows: Southern Arizona VA Healthcare System 3601 6th Ave, Tucson, AZ 85723. The North American Industry Classification System (NAICS) for this requirement is 325413. The Small Business Administration size standard for this sector is 1,250 employees.
This notice of intent is neither a formal solicitation nor a request for competitive quotes. No solicitation document is available and telephone requests will not be honored. No award will be made on the basis of unsolicited quotations or offers received in response to this notice. Any response to this notice must show clear, compelling and convincing evidence that competition will be advantageous to the Government. The intent of this synopsis is for informational purposes only. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
