NOTICE OF INTENT TO AWARD A SOLE SOURCE
Department of the Air Force, 452 Operational Contracting Office, 1940 Graeber St., Bldg 449, March Air Reserve Base (ARB), CA 92518-1650.
March ARB has a requirement for inspection and certification of its installed aircraft hangar fall protection system. The contractor will inspect the Government equipment supplied with the original system or replacement of same make and model, including harnesses and lanyards, and certify that it conforms to current OSHA regulations and manufacturer's warranty conditions. The inspection and certification will be limited to engineered system components installed by Evan Corporation and/or manufactured by Capital Safety Group.
The Government intends to award a sole source, firm-fixed price contract to Evan Corporation. The anticipated period of performance for this effort shall be for one base year, plus four (4) twelve-month options and one (1) six month option.
FAR 13.106-1(b) Soliciting from a single source. The aircraft hangar fall protection system at March ARB was designed and installed by Evan Corporation with fall protection system components fabricated by Capital Safety Group. The fall protection system includes a warranty. Capital Safety Group who fabricated, and Evan Corporation who designed and installed the system require that the system and components are inspected annually by a certified installer to ensure compliance with OSHA regulations, and continuation of warranty and to minimize the liability associated with an inspection by untrained individuals. Although other certified installers may inspect a Capital Safety Group fabricated system, only Evan Corporation may perform inspection of the March ARB system due to their proprietary design and installation of the March ARB fall protection system. If inspectors other than Evan Corporation conduct the inspection, it will terminate the warranty on the installed fall protection system and its components. The specific inspection of this fall protection system is essential to the Government's needs. It is determined that the circumstances of this requirement deem Evan Corporation is the only one source reasonably available to provide the required aircraft hangar fall protection system inspection and certification services at March ARB.
This notice of intent is not a request for competitive proposals. A determination by the government not to compete this proposed contract lies solely within the discretion of the Government; however, the Government will consider all responses received within 5 days after the date of publication of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement. The closing date for this synopsis is 12 November 2019 at 3:00 pm Pacific Standard Time. The anticipated award date is 27 November 2019.
