Notice is hereby given that the City of Kent, Washington, will receive sealed bids at the City Clerks office through May 16, 2017 up to 10:45 a.m. as shown on the clock on the east wall of the City Clerk's Office on the first floor of City Hall, 220 4th Avenue South, Kent, Washington. All bids must be properly marked and sealed in accordance with this Invitation to Bid. Bids must be delivered and received at the City Clerks office by the above-stated time, regardless of delivery method, including U.S. Mail. All bids will be opened and read publicly aloud immediately following 11 a.m. for the City of Kent project named as follows:

Bid Documents

The project primarily consists of supplying, placing and anchoring approximately twenty (20) logs with rootwads in Rock Creek within the City of Kents Clark Springs Water Treatment Facility. The project also includes installation of approximately 450 plants, erosion control measures, and hydro-seeding. This project is located east of Maple Valley, WA. The city is constructing this project to comply with the Clark Springs Water Supply System Habitat Conservation Plan, which was enacted in 2010 to protect the citys water supply.

The Engineers estimated range for this project is approximately $70,000 to $90,000. Bid documents may be obtained by contacting City of Kent Engineering Department, Nancy Yoshitake at 253-856-5508. For technical questions, please call Richard Schleicher, P.E. at 253-856-5525.

Bids must be clearly marked Bid with the name of the project on the outside of the envelope, addressed to the City Clerk, 220 4th Avenue South, Kent, WA 98032-5895. Only sealed bids will be accepted. No facsimiles or electronic submittals will be considered.

Each bid shall be in accordance with the plans and specifications and other contract documents now on file in the office of the City Engineer, City of Kent, Washington. Paper copies of the plans and Kent Special Provisions may be purchased at a non-refundable cost of $50 for each set. Plans and specifications can also be downloaded at no charge by clicking on link above. Copies of the WSDOT Standard Specifications are available for perusal only.

A cashiers check, cash or surety bond in the amount of 5% of the bid must be included with the bid.

The City of Kent reserves the right to reject any and all bids on any or all schedules or alternates or to waive any informalities in the bidding and shall determine which bid or bidders is the most responsive, satisfactory and responsible bidder and shall be the sole judge thereof.

No plea of mistake in the bid shall be available to the bidder for the recovery of his/her deposit or as a defense to any action based upon the neglect or refusal to execute a contract.

Bidders must submit with their initial bid a signed statement as to whether they have previously performed work subject to the Presidents Executive Order No. 11246.

No bidder may withdraw his/her bid for a period of sixty (60) days after the day of bid opening.
