PURPOSE OF THIS REQUEST FOR PROPOSAL
The Santa Fe County Planning Division is requesting professional engineering services, to
provide a high-level study to determine the most appropriate alignment to complete the Rail Trail
segment 7, to include all incidental labor and material. The intent of this RFP is to select a
qualified engineer to not only provide the alignment study, but to continue with full engineering
services (see attachment A) for the design and construction of segment 7 of the Santa Fe Rail
Trail.
Background Information
The Santa Fe Rail Trail is a regional trail that connects Santa Fe, Eldorado and the US 285
corridor at Lamy. The trail provides both recreational and alternative transportation opportunities.
The trail is unusual in that it shares the right-of-way of an active railroad. The Santa Fe Southern
Railway is a popular tourist train that operates along the historic Atchison, Topeka and Santa Fe
Railway. The trail is a unique amenity for Santa Fe offering amazing views of the Galisteo Basin
and an uncommon experience of the historic railway. The Rails to Trail Conservancy recognize
the trail nationally.
Construction of the trail has been phased over several years; the improved surface segment of the
trail runs from the Santa Fe Depot to Spur Ranch Road. The current phase of construction will
complete the trail as designed to the Galisteo Basin Preserve trails, and the newly purchased
trailhead site near the point where the railroad tracks cross US 285. Segment 7 is the final portion
of the trail that remains to be developed. The final segment of the trail is intended to connect the
trailhead site at US 285 to the community of Lamy and the Lamy Depot.
Proposal Organization- Proposal shall be organized as per the format outlined in the RFP on
page 20.
Selection of finalist(s) The most qualified proposal received based on the mandatory
specifications outlined in the RFP on pages 22-26, to be scored by an evaluation committee. The
top finalists may be shortlisted to participate in oral presentations.
