Sealed Bids for the project entitled “GLOCK 45 9mm HANDGUNS and RELATED ACCESSORIES”
Bid# PD-19-01in the Charter Township of Waterford (hereinafter referred to as Owner) will be received
at the Charter Township of Waterford Township Hall Clerk’s Office, 5200 Civic Center Dr., Waterford,
Michigan 48329 on or before, but not later than 2:00 p.m., local time on Wednesday, May 22, 2019. All
bids received will be publicly opened and total prices read aloud immediately following in our

containing the bid shall bear the name of the Bidder, their address, license number if applicable, and the
name of the project for which the bid is submitted.
A Pre-Bid Meeting will be held on Thursday, May 9, 2019 @ 9:00am, at the Waterford Township Police
Headquarters Building located at 5150 Civic Center Drive. This will be the only opportunity to view items
listed for trade-in.
The scope of this contract shall include all labor, materials, equipment, supplies, service and insurance by the Bidder
to provide and implement a program at the identified sites in accordance with these entitled specifications.
Bid documents may be obtained, free of charge, on or after Thursday, May 2, 2019 from the Waterford Township
Clerk’s Office, 5200 Civic Center Dr., Waterford, MI 48329. (free of charge)
A bidder will be permitted to withdraw their bid unopened after it has been deposited, if such request is received
prior to the time specified for opening bids and provided that their identity is made known and the responsible party
signs for the bid. No bid shall be withdrawn after the opening of the bids without the consent of the Township for a
minimum of one hundred twenty days (120) from the scheduled time for closing bids.
The Township reserves the right: to accept any or all alternative bids; to award the Contract to other than the lowest
Bidder; to waive any irregularities of informalities, or both; to reject any or all bids; and in general to make the
award of the Contract in any manner deemed by the Township, in its sole discretion, to be in the best interest of the
Township. Conditional bids will not be considered.

RECEIPT OF BIDS
Sealed bids for “GLOCK 45 9mm HANDGUNS and RELATED ACCESSORIES” – Bid# PD-19-01” will be
received at the Charter Township (hereinafter referred to as the Owner) of Waterford, Township Hall, Clerks
Office, 5200 Civic Center Dr., Waterford, Michigan 48329 on or before, but not later than 2:00 pm, local time on
Wednesday, May 22, 2019. All bids received will be publicly opened and total prices read aloud immediately
following the due date and time in the auditorium.
SCOPE OF WORK
The project shall include all labor, materials, equipment and insurance by the Vendor/Supplier, in accordance with
these entitled specifications. This is for janitorial services at Township facilities. See bid pack for full
The project will be financed with Police Department funds.
The specifications are intended to include all work and materials necessary for completion of the work. Any
incidental item of material, labor or detail required for proper execution and completion of the work which have
been omitted from the specifications but obviously required by governing codes, and good workmanship, shall be
provided as part of the Contract Work without extra charge, even though not specifically detailed or mentioned.
OBTAINING CONTRACT DOCUMENTS
Copies of all Contract documents are on file and available for pickup at the Charter Township of Waterford Clerk’s
Office, 5200 Civic Center Dr., Waterford, MI 48329, at no charge.
If a Vendor/Supplier is given "Notice of Award" and fails to execute the Contract as required by the specifications
within thirty (30) calendar days after the Notice, they shall forfeit all claims to the Contract.
ACCEPTANCE OF BID
The right is reserved by the Owner to accept any bid, to reject any bid, and/or to waive irregularities in bids.
WITHDRAWAL OF BID
A Vendor/Supplier will be permitted to withdraw his bid unopened after it has been deposited, if such request is
received prior to the time specified for opening bids and provided that their identity is made known and the
responsible party signs for the bid.

PUBLIC OPENING OF BIDS
All bids will be opened publicly and read aloud at the time and place specified in the Advertisement. Only the total
base bid amount will be read. After checking all bids and extending the unit prices for unit price Contracts, the
Vendor/Supplier bidding this project will be given a tabulation of all bids received. Other persons desiring bid
tabulations on a specific project may obtain copies, at cost, from the Owner.
BID BOND REQUIRED WITH BID
Bid Bond in the amount of 5% of your total bid amount in the form of certified check/funds or Bond. If not awarded
the contract, the check will be returned within 10 days after final award to the lowest qualified vendor.
PERFORMANCE BOND REQUIRED
Performance Bond in the amount of 100% of Contract Sum will be required before any contract is awarded to
recommended vendor. Vendor will then have (10) ten days to provide the performance bond to the Township if
required for this particular project. NOT REQUIRED
MAINTENANCE AND GUARANTEE BOND
Maintenance and Guarantee bond is required for a period of (1) one year from the final acceptance, to keep in good
order and repair any defects in all work done under said contract either by the principal or his subcontractors or his
material suppliers, that may develop during said periods due to improper materials, defective equipment,
workmanship or arrangements, and any other work affected in making good such imperfections shall also be made
good all without expense to the Charter Township of Waterford if required for this project. NOT REQUIRED
INFORMATION TO BIDDERS
Prospective bidders will be furnished with a project bid in the set of project documents. The following items
pertaining to the bid shall apply to all projects and are made a part of the unit price bid or lump sum bid.
1.Preparation of the Bid
A bid on this project shall be made only on the bid form furnished by the project specifications and included in this
document. Bid prices in the bidding schedule are to be written both by words and by figures, and in case of any
conflict, words shall prevail unless it clearly appears in the bid that the words rather than the figures are in error. A
bid may be rejected if it does not contain a price for each and every item named in the bid for unit price bids, or for
items used for additions or deductions, if requested.
Vendor/Suppliers are warned against making any erasures or alterations of the bid. Any bids, which contain
omissions, erasures, conditions, alterations or additions not called for, may be rejected at the discretion of the
Owner. Each erasure or change must be initialed by the person signing the bid.

2.Signing of Bids
If the Vendor/Supplier is a corporation, the legal name of the corporation shall be set forth together with the
signature of the officer or officers authorized to sign Contracts on behalf of the corporation; if the Vendor/Supplier
is a co-partnership, the true name of the firm shall be set forth together with the signatures of all the partners; and if
the Vendor/Supplier is an individual, his signature shall be inscribed. If the signature is by an agent other than an
officer of a corporation or a member of a partnership, a power of attorney must be on file with the Owner prior to
opening bids or at the time of submitting bids; otherwise the bid may be disregarded as irregular and unauthorized.
If the Vendor/Supplier is a corporation, then it shall attach a resolution of its board showing the authority of the
person authorized to execute the Contract.
3.Delivery of Bids
All bids shall be delivered by the time and to the place stipulated in the advertisement. It is the sole responsibility of
the Vendor/Supplier to see that his bid is received by the Owner prior to the schedule time for opening bids. Any bid
received after said time for opening bids shall be returned to the bidder unopened.
All bids shall be delivered to the Owner in sealed envelopes. The outside of the envelope containing the bid shall
bear the name of the Vendor/Supplier, their address, their license number, if applicable, and the name of the project
for which the bid is submitted. If forwarded by mail, the sealed envelope containing the bid must be enclosed in
another envelope addressed to the Owner.
No bid will be considered unless it is made on the bid form, which is included in the Contract documents. The bid
must not be removed from, but must be kept with, such other sections of the Contract documents with which it has
