The scope of services for the sealed quote are available at the City Clerk's Office, 201 Howell Avenue,
Brooksville, Florida 34601, (352) 540-3816, or can be downloaded at www.cityofbrooksville.us or from
DemandStar. Sealed quotes will be received by the City Clerk’s Office up to and including FRIDAY,
JUNE 7, 2019, AT 3:00 P.M. and will be opened immediately thereafter. Email or verbal submissions
WILL NOT be accepted.
The City reserves the right to reject any or all quotes. The City also reserves the right to separately accept or
reject any item or items in the proposal and to award in the best interest of the City.

Website Design, Implementation, Training and Integration of Payment Services.
The City of Brooksville, Florida is accepting sealed quotes for a new website design, implementation,
integration of payment service, access to customer database, training and support.
The City of Brooksville seeks a new, updated, modernized website. The new design is to be organized in a
manner that allows visitors to easily navigate the site and access information with collapsible menu items, text
links, calendar and quick link button for areas that are most used such as agendas and minutes. The platform
would also allow designated staff to easily update the site and upload information to be linked with little or no
experience. The files and storage of the site content would be organized in a manner that would designate the
various departments and would be easily discernable to content contributors posting information. The proposal
would also include integration of on-line bill pay service with a third party processor, integration to the
Customer Service Billing Database for customer account access and integration with third party social media
programs. The new site design would include accessibility standards of alternate text for images, a tab order
on every page, alternate text for hyperlinks, a text navigation at the bottom of every page and colors scheme
that is appealing and high contrast.
The Goals and Objectives of the redesigned Website include:
Updated design and color scheme.
Responsive site adaptable to multiple platforms such as tablets, smart phones for both IOS and Android.
Content management software such as Joomla, Drupal or WordPress to include Website reporting.
Inclusion of SSL certificate (To be obtained after award of bid.)
Create a page and subpage (s) for each department/division. Approximately 25 pages.
Create other pages, Calendar, Index of documents, submit comments/complaints page, submit repair request,
notify me (sign up for email notifications),
Index of documents and search feature.
Pricing for pages, set up, training, graphic design, maintenance, deployment, Web hosting and any other
services/work completed are to be listed separately.
Staff training and education for posting to Website with written documentation.
Integration with Social Media, online payments and customer service database.

Scope of Work
The City seeks to completely redesign its website so that residents, businesses, and visitors can easily navigate and
find information. The navigation is to be broad enough for visitors to easily discern where to find information about City
services. This would also include a search capability for content and documents, a logical and understandable site
structure with collapsible menus as well as alternate text navigation and a site index.
The newly designed pages are to be compliant to address recommendations by the World Wide Web Consortium for
accessibility. The minimum accessibility requirements are alternate text links for navigation, alternate text for images, a
tab order on every page, alternate text for collapsible menus and an appealing but high contrast color scheme.
The redesign should be extremely easy to manage and update by City staff that have very little, if any, programming
experience. The site should allow for easy upload and categorizing of documents, images, audio and/or video to be
accessed, to be categorized by department with sub folders for images and documents and include a document(s)
repository which is categorized.
Desired Features
The City would like to take full advantage of new Web technologies that will encourage visitors to use the Website to find
information about the city, events, departments and submit a suggestion or request information. The redesign should be
clean and modern, with appropriate images, colors and layout. The City will work with the chosen vendor to provide
input on color schemes and design elements but it is expected that the vendor will be able to take general ideas and
feelings expressed by staff and translate them into a preliminary design.
The redesigned site must include a Secure Sockets Layer (SSL) Certificate to ensure that all data passed between the
web server and browsers remains private and integral.
The home page should include the City’s name banner, streaming/scrolling photographs, scrolling text message, contact
information, quick links such as Agendas, Customer Service and Submit a Comment Suggestion, a calendar, search
bar, and important/urgent notices.
Content Management System
The redesign should implement a comprehensive content management system (CMS) using a web-based interface that
allows staff to add or update content from a standard browser without any additional client software. The CMS should
include the ability to format this content using standard styles as well as formatting such items as font size/style
individually. The CMS should include content approval and publishing options and must provide for archiving. This
feature must coincide with user permission security so that only authorized staff members can create, update, or
approve content.
The CMS should allow for importing of content from other programs such as Word, Excel, Adobe, etc., and allow
uploading and use of images within the content. It should include utilities for grammar and spell check as well as link
checking, URL validation and direct HTML editing. It should integrate with navigation so that as pages are added or
removed and content is updated, navigation links should automatically update.
A complete version of the CMS and completed site are to be downloaded and installed for testing and back up on
selected City computer.
The system should allow the integration of multimedia such as Flash, streaming video, video and audio file formats and
PowerPoint presentations. These should be allowed as content to be displayed on a page or files to be linked to and/or
downloaded.

Navigation
The redesign should include a navigation system that is user-oriented and intuitive for the average user. Elements
should emphasize consistency between sections or ‘pages’ allowing a simple method such as breadcrumbs to retrace
a user’s path. The main content areas should be simplified and organized so that information is logically grouped.
Navigation should include a comprehensive site map as well as a 404-error page that allows a user to navigate back to
the Home Page.
Search Functionality – Search should be prominently featured on the main page and easily available on all pages.
Powerful search capability is a must for the large volume of documents and media that will be available.
Installation, Implementation and Training - The City of Brooksville, Florida wishes for the vendor to provide full
installation and implementation services, including testing and validation of links, linked pages and documents. Training
is to include how the CMS manages the content, maintaining content, making content accessible, as well as
administration and staff training for the CMS. The vendor should provide a customized user manual for employees and
offer remote training or support after implementation.
Web Hosting – The vendor is to provide or coordinate with a hosting company to host the City Website and all content.
The hosting for the website will include adequate space to store all web pages and documents for both current and future
needs. The service should also include a backup scheme and redundancy to prevent downtime. The inclusion of
Iframes or other embedded advertising tools are expressly prohibited on the new site’s design/functionality. If hosting
services are not provided, the vendor will work with the City of Brooksville, Florida on specifications, recommendations,
evaluation, and securing a contract with another hosting company for these services in order to meet the City’s needs.
Other Criteria -
1. While maintaining consistency of the City’s brand/logo/tagline, the site should allow
flexibility for the departments to present their specific programming, tools and work
product.
2. The vendor can recommend to the City the amount and types of content that should be
migrated to the new site; however, the City reserves final determination as to what is to
be included.
3. The redesigned website should have a unique design that completely addresses all City
requirements described in this request for quotes or in discussions with designated City
staff following selection.
4. The site should allow for various levels of content editing based on the City’s prescribed
delegation. (i.e. User X will not be permitted to alter User Y’s page/content, User B will
have administrative rights to oversee/edit all pages)
5. Integration with Google Analytics and set up of initial reporting for tracking page usage or
CMS traffic and page view reporting.
6. Vendors should submit proposals of at least two (2) different design prototypes of a
homepage with two subpages with respective navigation for the subpage for each
consideration. Provide these prototypes in a digital link or CD.
7. The new website shall conform to a “look” and “feel” that is Responsive with mobile and
tablet browsers to provide optimal viewing experiences and easy reading and navigation.
8. Compliance with Web Content Accessibility Guidelines (WCAG) 2.0 to address Section
508 of the Rehabilitation Act of 1973.
9. Submit a written proposal covering items for web hosting, design & layout, navigation,
content management software, integration of payment & customer access to database.
10. Complete and attach Exhibit A to your proposal.

1. All submittals must be clearly marked “Website Design, Implementation, Training and
Integration of Payment Services” on the outside envelope or box.

3. Please submit, in writing, any questions to the City Clerk at jbattista@cityofbrooksville.us
or by physical mail. Questions must be submitted by May 31, 2019. No questions will
be answered via phone calls. It is the proposer’s responsibility to request clarification on
any aspect of the proposal prior to submission.
4. Each question and response will be issued in the form of an addendum and posted on
the City’s website and on DemandStar. It is the proposals responsibility to ensure that
they are aware of any and all addenda issued. It is the proposer’s responsibility to
acknowledge receipt of any/all addenda and to include that acknowledgement as part of
their final submission. In the event a proposer fails to acknowledge receipt of such
addenda, his/her proposal will be construed as though it had been received and
acknowledged in terms of submission requirements; however each proposal will be bound
by such addenda whether or not received/acknowledged by the proposer.
5. All submissions are to include separate pricing for each aspect of the bid. (For example:
Website Design, Training, CMS, Hosting, SSL certificate, page cost, support/maintenance,
documentation.) See Exhibit A.
6. The proposer must submit one clearly marked original and six (6) copies.
7. The City will return, unopened, any proposal received after the deadline for submission.
8. The City reserves the right to reject any and all proposals for any reason.
