This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
The solicitation number is 73093221439 and this solicitation is issued as a request for quote (RFQ).

The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 05-95.

This is a small business set aside. The associated NACIS code is 423610 -- Electrical Apparatus and Equipment, Wiring Supplies, and Related Equipment Merchant Wholesaler and the small business size standard is 200 employees.

Work entails removal of current 10kw generator and supply/install a new 25REZGB (see attached Specifications) natural gas powered generator at the American Dam Site generator room at the Hydro Building by Contractor. Contractor will perform all work needed to get unit installed. Contractor will do the startup on unit when ready. Contractor will provide all materials needed as well as all labor, to include all electrical and mechanical components required. This will be on-site at the American Dam. The work when completed will be turn-key, meaning generator will be fully functional upon completion of the work.

Refer to attached Scope of Work for description of the requirement to include dates and places of delivery, acceptance, and FOB point.

This is a Brand Name only requirement, see attached redacted justification.

The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition.

The Government will award a contract resulting from this solicitation to the responsible Offeror based on Lowest Price Technically Acceptable.

Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. NOTE: The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) website accessed through

The Offeror shall submit a proposal based on the CLIN structure provided in this Solicitation. The Contractor shall provide a narrative addressing technical acceptability. The narrative shall not exceed three (3) pages. There is no page limit on the other items required by the solicitation.
