I. OVERVIEW
A. Introduction
The County of Marin (County) is seeking proposals from an architectural and engineering team
(Team) to provide a conceptual design package to modernize the County’s General Services
Administration (GSA) Building, which is located on the historic Frank Lloyd Wright designed
campus of the Marin County Civic Center in San Rafael, CA. It is anticipated that this Team will
include licensed architects, structural, electrical/low voltage, mechanical, plumbing and civil
engineers.
The scope of work includes building assessment confirmation, programming, conceptual design,
detailed cost estimation and project scheduling. This Conceptual Design package will then be
used by the County for a future RFP procurement for design, permitting, bidding and construction
administration services.
A Facility Evaluation Study was produced in 2016 by Ross Drulis Cusenbury Architecture (RDC
Study). Please go to the Links section of this Request for Proposal (RFP) to view this Study. Note,
although design recommendations were made in this report, it is expected that the Team will work
with the County and take into account new information (such as temporary facilities and phased
construction, among other new information) to refine the project towards a new Conceptual
Design.
The final deliverable will be a detailed Conceptual Design package primarily in the form of a
report that includes facility assessment, program, conceptual design, cost estimate and project
schedule. The County is acutely aware of the current high costs of construction. The Team must
work with the County to formulate a project strategy that is implementable.
B. Building Information
The existing General Services Administration (GSA) Building located at 6 Peter Behr Dr., San
Rafael is a one-story, 18,950 SF CMU building that houses the Department of Public Work’s
(DPW) administrative, clerical, communication technicians, installers, vehicle mechanics, and
roads maintenance personnel. The building was built in 1983. The fleet maintenance occupants
are comprised of three separate DPW divisions, namely: 1) Vehicle Maintenance Garage
(Garage); 2) Communication Services (Radio Shop); and 3) Road Maintenance (Corporation
Yard). The building consists of a combination of office space, equipment storage, garage bays
for vehicles maintenance / equipment installation, and other designated work areas. Common
vehicles serviced by this building include, Fire truck apparatus, Sheriff squad cars and large
SUVs, standard size vehicles and Road maintenance heavy duty large trucks.
C. Project Objectives
i. From Team assessments, previously written RDC Study assessments and County input,
produce a Project Program that highlights the scope of work to modernize the GSA
Building.

ii. Produce design alternatives for County review, leading to a final Conceptual Design that
meets County needs and construction phasing goals.
iii. Modernization of building to have a lifespan goal of fifty (50) years.
iv. Review strategies to achieve LEED Silver certification
v. Upon approval of Conceptual Design provide a detailed cost estimate. Based on the
result of the cost estimate and available County funds, work with County to strategize a
Project Schedule to complete work.
