NOTICE TO BIDDERS
NOTICE IS HEREBY GIVEN that sealed bids will be received by the City of Healdsburg at the
City Manager’s Office office located at City Hall, 401 Grove Street, Healdsburg, County of
Sonoma, State of California, until the hour of 2:00 p.m., on the 30th day of May, 2018 at which
time they will be publicly opened and read aloud in the chambers of the City Council, 401 Grove
Street, Healdsburg, California, for:
FY 18/19 ANNUAL CONCRETE MAINTENANCE CONTRACT
Plans and specifications may be obtained at the office of the City Engineer of the City of
Healdsburg, 401 Grove Street, Healdsburg, California 95448 for a non-refundable fee of $25.00.
For a period which shall commence as of the date of receipt of the Notice to Proceed, and which
period shall terminate on June 30, 2019, unless otherwise extended for additional time in
accordance with provisions of the Contract herein, the Contractor shall perform the concrete
work generally consisting of: removal and replacement of miscellaneous concrete curb, gutter,
Y sidewalk, pedestrian ramps, brick pavers, and storm drain inlet hoods, in accordance with the
terms and provisions of the Contract herein, the project Plans and Technical Specifications. This
is a unit price bid and the work will usually be divided into work orders which will range in price
between $500 and $25,000 with a maximum yearly contract amount to be determined by the
City Council, but in no case shall it exceed $200,000.
P This Contract shall be subject to renewal for additional years, for a total maximum term of five
(5) calendar years. In no case shall this contract be extended beyond the date of June 30, 2024.
Upon mutual consent by both the City and Contractor, satisfied with the contractual relationship
and mutually agreeable to extending the Contract for an additional year, the City Manager under
the authority of the City Council of the City of Healdsburg, shall extend the Contract for an
additional year, and said extension shall specify in writing the date upon which the extension
O shall terminate. Contract extension shall include unit price adjustments for inflation based on the
Engineering News Record's 20-Cities Construction Cost Index and any adjustments in
Prevailing Wage for affected trades.
In accordance with California Public Contract Code Section 3400, bidders may propose equals
of products listed in the technical specifications or project plans by manufacturer name, brand or
C model number, unless the technical specifications or plans specify that the product is necessary
to match others in use. Complete information for products proposed as equals must be
submitted to the City Clerk’s Office for review at least seven (7) working days before the time
specified for bid opening in accordance with the bidders instructions contained in the bid
E package.
In accordance with California Public Contract Code Section 20170, all bids must be presented
under sealed cover and include one of the following forms of bidder's security in the amount of
$2,500 (two thousand five hundred dollars): cash, cashier's check made payable to the City,
certified check made payable to the City, or a bidder's bond. The successful bidder must submit
to the City complete, executed copies of all required documents within ten (10) working days of
receiving written notice of award of the project. Bidder's security of any successful bidder that
fails to do so will be forfeited to the City. Such required documents include, but are not limited
to, a payment or labor and materials bond in an amount of $25,000 (twenty-five thousand
dollars) payable by the terms of the project contract and that satisfies the requirements of
California Civil Code Section 9554, and a performance bond in an amount of $25,000 (twenty-
five thousand dollars) payable by the terms of the contract. All project bonds must be executed
by an admitted surety insurer in accordance with applicable law and acceptable to the City.
Pursuant to the provisions of Section 1720 et seq. of the Labor Code of California, the Director
of Industrial Relations for the State of California has ascertained the current general prevailing
rate of wages for employer purposes, in Sonoma County, State of California. Not less than the
general prevailing rate of per diem wages for work of a similar character in Sonoma County and
not less than the general prevailing rate of per diem wages for holiday work fixed as provided in
the California Labor Code must be paid to all workers engaged in performing the project.
In accordance with the California Labor Code Section 1773.2, copies of the applicable
determinations of the Director are on file in the City of Healdsburg City Engineer's Office and
may be reviewed upon request. A pre-bid meeting for this project is scheduled for May 15, 2018
at 10 AM in the Community Development Center Annex Conference Room, 435 Allan Court.
In accordance with California Public Contract Code Section 3300, a valid class A or C8
California contractor’s license is required to bid on the project.
Y In accordance with California Public Contract Code Section 22300, except where prohibited by
federal regulations or policies, the successful bidder may, on request and at its expense,
substitute securities in lieu of amounts withheld by the City from progress payments to ensure
performance under the contract in accordance with the contract documents.
P The City of Healdsburg reserves the right to postpone the date and time for the opening of
proposals at any time prior to the date and time announced in the advertisement in accordance
with applicable law.
The City of Healdsburg reserves the right to reject any and all bids or to waive any defects or
irregularity in bidding in accordance with applicable law. In accordance with California Public
O Contract Code Section 20103.8, if the City elects to award a contract for performance of the
project, the contract will be awarded in accordance with California Public Contract Code Section
20162 and other applicable law to the responsible bidder submitting a responsive bid with the
lowest total bid price for the base bid without consideration of the bid price for any additive or
deductive items. All bids will remain valid for 90 days after the bid opening. Except as
C permitted by law and subject to all applicable remedies, including forfeiture of bidder’s security,
bidders may not withdraw their bid during the 90 day period after the bid opening.
