The Government has revised its TLS-L Industry Day #2 requirement for attending classified reading room(s) and TLS-L classified document notetaking/distribution.
Industry Day #2 Classified Reading Rooms:
The Government will no longer require participants to maintain active SCIF to attend the TS/SCI reading room in Building 6003.
Participants with an active (TS/SCI) clearance may now attend the TS/SCI reading room.
The TS/SCI reading room is still limited to two (2) individuals per company due to space constraints.
Those attending the TS/SCI reading room in Building 6003 will have access to the entire TLS-L Performance Based Specification (PBS) and associated TS/SCI appendix.
In addition, the Government will now host a classified reading room at the S level within Mallette Hall Auditorium, Building 6008.
This reading room will contain the S portions of the TLS-L PBS document only.
Participants with an active S clearance may attend this reading room.
Those who have previously registered for TLS-L Industry Day #2 and may be eligible for additional reading room access should contact the Government with an updated attendee list to include which room each person would like to access.

Classified Document Notetaking/Distribution:
Note taking will be allowed within both reading rooms by industry members on the copies of the documents provided by the Government.
The Government will not allow industry members to leave the reading rooms with any classified documentation or notes.
Upon completion, the Government will place provided documents and notes into an envelope and mail to industry members who provide their proper classified mailing address and CAGE Code.
Industry members seeking to receive hardcopies of TLS-L classified materials are required to meet the following requirements:
Eligible members who wish to receive the entire TLS-L PBS, to include both S and TS/SCI sections, must maintain an active SCIF capable of receiving and safeguarding TS/SCI information.
The S portion of the documents will be sent via FedEx or USPS and TS/SCI portions will be sent via Defense Courier Service (DCS).
Eligible members who wish to receive only the S portion of the TLS-L PBS must be capable of receiving and safeguarding S material.
The TLS-L S portion of the PBS will be sent out via FedEx or USPS.
Requests for hardcopies of the TLS-L PBS documents shall be sent to
and must be received NLT COB 11 JUL 19 to obtain timely processing post Industry Day #2.
All supporting documentation (i.e. SCIF documentation or classified mailing address/CAGE code) must also be received NLT COB 11 JUL 19.
Requests for hardcopy documentation received after 11 JUL 19 will be permitted, but may cause a delay in distribution at no fault of the Government.
The Government will not provide electronic copies of classified documents at this time.
The Government is revising the events for 11 JUL 19, Terrestrial Layer System – Large (TLS-L) Industry Day #2.
The Government will hold a For Official Use Only (FOUO) TLS program strategy overview at the Multi-Training Facility (MTF), Mallette Hall Auditorium, Bldg 6008, Jayhawk Road on Aberdeen Proving Ground, MD. Industry members capable of safeguarding, processing, and manufacturing (TOP SECRET/SENSITIVE COMPARTMENTED INFORMATION (TS/SCI)) levels of information an opportunity to review the draft TLS specification materials during a controlled "Reading Room" session and a TS/SCI briefing in the main conference room of Building 6003.
In the afternoon, the Government will provide a C5 Consortium Overview followed by a Q&A session. Only two (2) representatives per company will be permitted to attend the "Reading Room" session. There will be no note taking, open discussions or copying of materials at this time.
Additionally, the term Bid Sample will be referred to as Technical Demonstration (Tech Demo and/or TD).
The Government’s notional schedule (dates subject to change), is as follows:
On 11 JUL 19, PM EW&C will host a Terrestrial Layer System (TLS) Industry Day #2 at the Multi-Training Facility (MTF), Mallette Hall Auditorium, Bldg 6008, Jayhawk Road on Aberdeen Proving Ground, MD for Government and Industry representatives. The Government has revised its Acquisition approach and will update Industry on the TLS requirements and strategy. We welcome both current and potentially new industry partners in discussions regarding the future of TLS.
The Government intends to utilize the C5 Consortium to award one or more Other Transaction Authority (OTA) for TLS prototype and integration efforts 3QFY20. The Government will utilize a Request for White Paper (RWP) in conjunction with a bid sample as selection criteria for award(s).
The Government will hold a For Official Use Only (FOUO) TLS program strategy overview and will give Industry members capable of safeguarding, processing, and manufacturing (TOP SECRET/SENSITIVE COMPARTMENTED INFORMATION (TS/SCI)) levels of information an opportunity to review the draft TLS specification materials during a controlled "Reading Room" session in the morning. In the afternoon, the Government will provide a C5 Consortium Overview followed by a Q&A session. Only two (2) representatives per company will be permitted to attend the "Reading Room" session. Prior to Industry Day #2, the Government intends to release a draft RWP on or about 27 JUN 19. It is the Government's intent to have Industry review the draft RWP prior to engaging in Industry Day #2.
Post Industry Day #2, the Government will release its final RWP for TLS on or about 12 JUL 19. The final RWP document will be (UNCLASSIFIED FOUO), however reference documents required for successful Industry responses are classified up to the (TS/SCI) levels. Only Industry members capable of safeguarding, processing, and manufacturing (TS/SCI) information will receive all reference documents outlined within the RWP. The Government will not release classified documents prior to Industry Day #2.
The Government will release bid sample criteria with the final RWP on or about 12 JUL 19. The Government will evaluate Industry submitted RWPs and will invite Industry members best capable of meeting all of the TLS requirements to submit a bid sample for further evaluation on or about 30 AUG 19. Bid samples will allow Industry to demonstrate both design maturity and design capability.

The Government is seeking Industry members capable of fulfilling the entire TLS prototype and integration requirement. The Government is seeking innovative responses in RF Switch design, Antennas, Radios, etc., therefore the Government is encouraging teaming and collaboration amongst Industry to provide the best possible solution.

The Government is limiting attendance to four (4) personnel per industry team for the briefings and Q&A, and two (2) personnel for the classified reading room.
There are three (3) separate registration requirements and all must be completed for access:
1. All interested parties (U.S. Only/No Foreign Nationals) MUST register for the Industry Day #2 at the following website: http://peoiews-events.com/ewc/. Interested parties must register and submit clearances before Close of Business (COB) Tuesday, 05 JUL 19.
2. Industry members, capable of safeguarding, processing, and manufacturing at the TS/SCI level, wanting access to the draft TLS specification materials during the Industry Day 2 controlled "Reading Room" session MUST submit Commercial and Government Entity (CAGE) code and physical address of TS/SCI facility to (Alison.T.Powell.email@example.com) by 5 JUL 19.
3. Additionally, since the TLS Industry Day #2 is a FOUO event, all attendees MUST enter information into the Joint Personnel Adjudication System (JPAS) for eligibility determination:

Government issued photo identification will be required at check-in.
No gate passes are being given out, so please plan accordingly. If you have a CAC, you can use either the 22 gate or the 715 gate. If you do not have a CAC, you will need to use the 715 gate and go through the Visitor Control. At Visitor Control you will need to show them your driver's license and registration. If more than one person is traveling in the same car, please make sure everyone has an ID as Security will need to see it.
NOTE: No electronic equipment may be brought into the briefing sessions. This includes, laptops, cell phones, pagers, recording devices, etc. While there will be an area to leave these devices prior to entering the briefing session, the Government will not be held liable for lost or stolen items. It is recommended that all electronic devices be securely locked in your vehicle.
