The project is located on the flight line at Joint Base Langley Eustis, Hampton, Virginia.
This effort will require the services of a construction firm capable of providing a new Fuel System Maintenance Hangar to replace the 1st Fighter Wing's existing hangar building. The 26,749 SF building will accommodate two F-22A aircraft for safe concurrent maintenance activities while providing proper clearances throughout the facility. The adjoining administration, storage and utility spaces will provide proper support to the mission. The new facility is to provide a state of the art hangar and support facility with ample amounts of natural day lighting and acoustical design treatments counteracting its close proximity to the flight line. The facility will feature two F22A maintenance work bays, sheltered in a high bay space, wrapped on three sides by a lower roofed structure for administration, support and utility spaces.
The anticipated period of performance is 670 calendar days.
The contractor shall provide all necessary planning, programming, administration, management and oversight, labor, materials, and equipment necessary to execute all facets of work for construction and related services. The work shall be conducted by the Contractor in accordance with the contract terms and conditions and all applicable Federal, State, local laws, regulations, codes and directives. The Contractor shall ensure that all work provided meets the critical reliability rates or tolerances to be specified in the statement of work. The Contractor shall provide deliverables to be specified in the construction contract.
The lowest price bidder must submit a project synopsis for at least two (2) projects that demonstrate project experience. Each project synopsis is limited to one 8 ½ x 11 inch single sided page. All projects must have been completed within the last ten (10) years. For ongoing construction projects, the project must be at least 75% completed. One project may be used to show responsibility to complete multiple requirements, if applicable. Include at minimum the following information for each project:
1. Experience with Wet Pipe and Dry Pipe sprinkler system and High Expansion Foam (HEF) fire suppression system construction and commissioning as specified in the Solicitation.
2. Experience with aircraft hangar or tow way construction on an active flight line.
3. Experience with installation of electrical equipment in hangars for fuel system maintenance operations involving combustible fuels, including JP-8, in accordance with NFPA 70, National Electric Code (NEC), Article 513, for flammable fuels or combustible fuels above their flash point.
4. Experience with aircraft fuel system repair facilities to include fire and safety requirements in accordance with UFC 4-211-01 Aircraft Maintenance Hangars along with other Air Force criteria.
The magnitude of construction for this effort is estimated between $ 10,000,000.00 and $25,000,000.00. The applicable NAICS code is 236220, Commercial and Institutional Building Construction.
Contractors will be required to submit bonding documents prior to award.
The Government intends to award a single contract to the responsible bidder whose bid conforms to the solicitation, is determined fair and reasonable, and offers the best overall value
to the Government as determined through an invitation for bid (IFB) process in accordance with FAR Part 9.1 procedures, Responsible Prospective Contractors.
