The City proposes to retain a highly qualified, capable firm(s) to act as the Planning/Architectural Consultant during the planning and execution of the project for a not-to-exceed price as will be determined with the selected firm based upon a detailed scope of work.


Those firm(s)/individual(s) who participate in this RFQ process are sometimes referred to as "Respondents" and "Firms/Individuals". The City will give prime consideration to the Respondent with significant, current experience in the development and design of form-based zoning districts with architectural design guidelines or similar projects. Experience in designated Historic Districts is preferred.


The City reserves the right to negotiate with one or more parties and is not obligated to enter into any contract with any Respondent on any Terms or Conditions.


Scope of Work


In order to help ensure that redevelopment at the Hospital site meets the needs and desires of the City's residents, as well as contributes to the historic architecture and general character of the neighborhood, the City is seeking professional planning and architectural services to assist with the following:]



  1. Conduct an architectural survey of the site and surrounding neighborhood, identifying architectural styles, trends, materials and other elements necessary to create a "pattern book". The pattern book should allow for any future developer to select several elements to create architectural styles for new construction that meet the requirements of the new zoning district.

  2. Develop a form-based zoning code that examines the neighborhood character, additional adjacent areas where redevelopment may occur, proposed massing, density and height requirements for proposed structures, develop a density-bonus and incentive scheme, discuss a variety of housing types beyond multifamily apartments and townhouses, and any other items deemed necessary.

  3. Perform charrettes or other styles of public input sessions to gather community feedback, and incorporate said feedback into the pattern book, form-based code guidelines and other deliverables. Any chosen firm(s)/individual(s) should incorporate a mix of in-person meetings, video conferencing and utilizing online surveys and social media.

  4. Provide on-call services to review all proposed architectural plans submitted by future developers to help ensure all proposals meet the requirements set forth in the new zoning district.
