1 Overview
Iowa State University is requesting quotes from qualified Companies interested in cleaning up the grassy parking
lots near Jack Trice Stadium and the paved and grass lots at the College of Veterinary Medicine buildings on the
ISU Campus during home football games.
Iowa State University intends to award this contract for one (1) year starting 8/1/2024 with the option of four (4)
annual renewals with the written mutual consent of both parties.
2 Evaluation Criteria
The evaluation of this RFP/RFQ may be based upon, but not limited to:
Total cost to ISU (including price escalations for years 2-5)
Prior experience with similar scope of work
Exception to Scope of Work or Terms and Conditions
Ability to provide adequate staff
Availability for all home football games

3 Scope of Work
The areas to be cleaned are located directly south and southeast of Jack Trice Stadium. A map of the grass lots
included in this quote is available in the attachments tab. Lots included in the cleanup are G-2, G-3, G-4, G-5, G6,
G-8, G-9, G10, RV Village and the Vet Med paved/grass lots. In all, the lots total approximately 43 acres and can
hold approximately 4,000 vehicles. In 2023, the cleanup crew worked approximately 500 man hours over the 8
game season, or approximately 60 total man hours per game.

4 Duties of the Company
The duties of the Company are to clean up the grassy parking lots around Jack Trice Stadium and the grass and
paved lots near the ISU Veterinary College. This includes picking up all trash, cans, bottles, paper products, etc.
discarded by fans. These duties will be required before, during and after all home football games. On average,
there is 35 – 45 tons of trash produced by fans and tailgaters during these games and picking up this trash is labor
intensive. The trash may be in or around food waste, vomit or other discarded items and the weather may be less
than ideal at all times. Company is required to pick up and bag trash and then dispose of in dumpsters provided by
ISU. There are dumpsters located in most, but not all lots. A pickup or trailer is strongly recommended for
transporting bagged trash to the dumpsters. Company is required to dispose of the majority of trash the day of the
game. This means that Company may be cleaning well into the night, depending on time of the game. Company is
required to return the day after the game and remove any remaining trash by 6:00 PM. This may include trash that
was put into dumpsters the previous night, but has now been scattered again by unruly individuals as the
dumpsters are not dumped the night of the games.
Cleanup of parking lots shall begin NO LATER than 2 hours prior to the start of the game. Company is encouraged
to show up earlier than 2 hours prior to the start of the game, if possible, so as not to fall behind on the trash from
tailgaters. Currently, the lots are open approximately 6 hours prior to opening kickoff. The Company cleaning crews
are encouraged to integrate and engage tailgaters during this time so that the tailgaters can help keep the grassy
and paved areas clean. Company may hand out garbage bags for tailgaters to use instead of throwing trash on the
ground. Company may also encourage tailgaters to separate trash from recyclable aluminum cans. The cans
collected by the cleaning crews can be kept by the Company. Integrating and engaging the fans is not only a good
way to help speed up the cleaning process, but it can also help to make the process a little more fun. NOTE:
Cleanup crew staff is NOT permitted to drink alcoholic beverages while cleaning.

6 Schedule
There are generally 5-7 home football games in any year. Games generally start at the beginning of September and
end during the last part of November. Game dates and times are subject to change due to TV scheduling. Company
must be flexible enough to meet those changes in the schedule.

7 Company Qualifications
For award consideration, Company must meet the specifications as outlined below:
Must have a large pool of people available for each scheduled event.
Individuals must be 16 years of age or older, unless accompanied by a parent or guardian.
Company must have proof of insurance. Insurance requirements are listed in the Attachments Tab.
Company must have one person who is in charge of supervision of the crew doing the cleaning.
