I. ADVERTISEMENT
INVESTMENT AND DEBT MANAGEMENT SOFTWARE
RFP NO. 2022-0036-FIN/KE
NM Commodity Code: 20810 and 20884
Santa Fe County Finance Department and Treasurers Office requests proposals from qualified
Software Companies to provide an Investment and Debt Management Software package to help
the County track, report and prepare accounting entries for County investments and outstanding
debt. This package will includes implementation, training and annual maintenance.
A completed proposal shall be submitted in a sealed container indicating the proposal title and
number along with the Offeror’s name and address clearly marked on the outside of the
container. All proposals must be received by 2:00 pm MDT on Thursday, November 4,
2021, at the Santa Fe County Purchasing Division, 102 Grant Avenue, Santa Fe, NM 87501.
To combat the spread of the recent COVID-19 illness, the submission of Proposals will also be
accepted electronically utilizing DropBox. Please utilize the link to upload your proposal

By submitting a proposal for the requested services each Offeror is certifying that it is qualified
and its proposal complies with the requirements stated within the Request for Proposals. All
proposals submitted shall be valid for ninety (90) days subject to action by the County. Santa Fe
County reserves the right to reject any and all proposals in part or in whole.
A Pre-Proposal Conference will be held on Wednesday, October 13, 2021 at 1:00 pm via
WebEx. Attendance at the pre-proposal conference is not mandatory but strongly recommended.

II. INTRODUCTION
A. PURPOSE OF THIS REQUEST FOR PROPOSAL
Santa Fe County desires to procure and implement a software solution to support
Investment and Debt management. Currently, the County has no centralized solution.
Project information to include but not limited to all functions related to bonding, and should
be able to handle different users, trades, and unique functional needs for each investment
and debt type.
Our objective is to identify a software package that is commercially available, and will
provide maintenance and support. Services may consist of planning, organizing, installing,
configuring, testing for acceptance and compatibility to County systems and user training
on the Software.
B. SCOPE OF WORK
1. The Offeror shall:
a. Develop a Business Requirements Plan/Report to detail the approach that will be
used for each of the key areas.
b. Develop a workflow plan for implementation of the software.
c. The software must have capability for the import and export of data. Such
capabilities should be within industry standards and comply with BEST standards
and practices.
d. Train designated staff in use of the software.
e. Train designated staff in creation and preparation of reports.
f. Provide maintenance on the system once implemented.
g. Maintenance and support will begin immediately after implementation of the new
computer system on the production environment.
h. Include a plan for submitting system change orders, upgrades, fixes, and
enhancements by the software management during maintenance of the system.
i. Software solution that is capable to integrate with Central Square.
j. In an effort to safeguard the information input into the proposed Software and
limit access to administrative features to authorized personnel, the proposed
Software, at a minimum must have the following security requirements:
i. Provide daily, weekly, monthly, and yearly backup features.
ii. Provide audit trail to verify input entries for accuracy; for example, security
logs for each element changed with before and after displays including
identification of user initiating change.
iii. User IDs and passwords to access levels in the software system.
iv. Menu-driven with on-line support and a help index.
v. Manuals should be accessible via the Internet to multiple users.
