The Naval Air Systems Command (NAVAIR) intends to enter into sole source negotiations with The Boeing Company and subsequently award a Cost-Plus-Fixed-Fee (CPFF) delivery order (DO) under Basic Ordering Agreement (BOA) N00019-16-G-0001 for non-recurring engineering (NRE) for a redesign of the FPGA APS because of a production engineering obsolesce issue. This effort is anticipated to be completed December 2018. This contract action will be issued on a sole-source basis under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." The Boeing Company is the sole designer, developer, and manufacturer of the FPGA, and as such, is the only known source available with the requisite technical knowledge, experience, and proprietary software algorithms necessary to perform the requirements described herein to satisfy the Government's requirement. Interested parties, however, may identify their interest and capability by responding to the requirement. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract modification based upon responses to this notice is solely within the discretion of the Government. There is no commitment by the Government to issue a solicitation, make an award(s), or be responsible to any money expended by interested parties before award of a contract for the effort described above. Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract.
