Plan holders are those listed in attendance of Mandatory Pre-bid Meeting.
CLARIFICATIONS AND INFORMATION BY GCS:
Pat Kane opened the meeting and described the work:
o Estimated budget for the project is $780,000.00
o Shop drawing process will immediately take place after award of contract to permit
window installation beginning by Monday, June 7, 2021 with a completion date of
August 2, 2021.
Tony Phillips, GCS Director-MWBE Program:
o MWBE requirements were reviewed in detail.
CLARIFICATIONS AND QUESTIONS AT PRE-BID MEETING:
Bid Bond and Performance Bond will be required
GCS has a No Tobacco policy that will be strictly enforced
Successful bidder shall obtain and include cost in bid for City of High Point Building Permit
Abatemasters has been selected for asbestos abatement by GCS. Coordination of
abatement work will be required.
Contractor will be responsible for removal of the existing window units. Abatemasters will
only remove asbestos contaminated materials.

GCS will verify the condition of the ductwork insulation in regard to asbestos prior to
installation of new window units
All work to be performed during the summer months as per dates in specifications. Second
shift work can be allowed with approval of GCS if required to complete by specified dates
Protective barriers on windows interior was observed at pre-bid in the gymnasium.
Basketball goals on windows interior in gymnasium observed impeding access to windows.
Old blinds to be reinstalled on new windows if new blind alternate is not accepted
Existing wood trim to remain on interior if window jambs, heads and sills. If removed for
installation it must be reinstalled and refinished. Any damage done to interior surfaces and
finishes shall be repaired and repainted to match existing.
Paint on existing locker room exterior grills to be checked by GCS for lead content.
All attendees were allowed into the building to review existing window conditions for new
installation
All questions regarding the plans or specifications must be received in writing and answers
will provided to all via addenda

Re: MINORITY BUSINESS PARTICIPATION PROJECT GOALS AND BID
REQUIREMENTS-WINDOW REPLACEMENT AT FERNDALE MIDDLE
SCHOOL PROJECT
The Guilford Board of Education Administrative Procedure-Participation by Minority and
Women-Owned Businesses (MWBE), revised November 28, 2011 has been included with the
project’s bid package. GCS expects All BIDDERS to read these establish procedures to
ensure that all “Good Faith Efforts” are accomplish during this bid process.
The goals for participation by MWBE firms as subcontractors, vendors, suppliers or
providers of professional services have been set at 12.46%.
As per Gary Robbins (Robbins Architecture), there are minority participation
opportunities under the following construction divisions:
Scaffolding
Rental Equipment (Lift)
Temporary Facility (Port-O-John)
Painting
Windows (Material and Sealants)
BIDDERS REQUIREMENTS:
ALL BIDDERS are required to submit the following forms and affidavits identified with
“Attached to Bid” on the top of the page.
PLEASE NOTE: Submission of Affidavits which include statements of “To Be
Determined” or failure to submit the required information as outlined in the Specifications
shall cause the Bid to be deemed non-responsive and subject to rejection
