ALTERNATIVE PAYMENT MODEL FOR MEDICAID AMBULANCE SERVICE,
MEDICARE GROUND AMBULANCE DATA COLLECTION
AND CONSULTATION SERVICES
RFP NO. 2020-0257-FD/MM
Santa Fe County requests proposals from qualified vendors or firms to provide Alternative Payment
Model for Medicaid Ambulance Service, Medicare Ground Ambulance Data Collection and
Consultation Services. All proposals submitted shall be valid for ninety (90) days subject to action
by the County. Santa Fe County reserves the right to reject any and all proposals in part or in whole.
A completed proposal shall be submitted in a sealed container indicating the proposal title and
number along with the Offeror's name and address clearly marked on the outside of the container.
All proposals must be received by 2:00PM on Thursday, August 20, 2020, at the Santa Fe County
Purchasing Division, 142 W. Palace Avenue (Second Floor), Santa Fe, NM 87501. To combat
the spread of the recent COVID-19 illness, the submission of Proposals will also be accepted

By submitting a proposal for the requested services each Offeror is certifying that it is a qualified
firm and its proposal complies with the requirements stated within the Request for Proposals.

II. INTRODUCTION
A. PURPOSE OF THIS REQUEST FOR PROPOSAL
Santa Fe County is requesting proposals from qualified firms for services to design and
implement an Alternate Payment Model for Ambulance services, preparation of Medicaid
cost reports and Medicare Ground Ambulance Data Collection (MGADC) in order for the
County to receive supplemental reimbursement from the Centers of Medicaid & Medicare
(CMS).
B. BACKGROUND
Santa Fe County Fire Department (SFCFD) is a combination fire department integrating
paid staff and the service of dedicated volunteers. Formed in 1997 from the consolidation of
15 volunteer fire districts and the former Office of the County Fire Marshal, SFCFD protects
approximately 1900 square miles of unincorporated area as well as the incorporated Town
of Edgewood. Within these borders, the Department provides protection to approximately
76,000 residents, as well as several million square feet of commercial development. Santa
Fe County is also home to four Pueblos Nambe, Pojoaque, Tesuque, and San Ildefonso -
which rely on the Santa Fe County Fire Department for emergency services. The
Department maintains 32 fire stations countywide including five staffed regional stations
and one staffed substation.
SFCFD provides ambulance and medical services. Some of the services provided by
SFCFD may qualify for an Alternative Payment Model that would increase Medicare
payments to value. Government agencies providing GEMT (ground emergency medical
transport) may be eligible to participate in a program that seeks additional funding through
federal MCO's (Medicaid and Medicare) for supplemental reimbursement to those agencies
that participate. Currently, SFCFD billing office receives reimbursements through
Medicaid/Medicare recipient’s insurance at an approximate rate of 24% national average of
what is submitted. SFCFD could be eligible for receiving an additional 76% of revenue
through an Alternative Payment Model from the Centers of Medicaid & Medicare (CMS).
C. SCOPE OF WORK
Offeror shall design and implement Alternative Payment Model so Santa Fe County can
receive supplemental reimbursements.

the Health Information Technology for Economic and Clinical Health (HITECH)
