TITLE: RFQ 20-10: Circuit Court for Cecil County – Family Law Clinic Services - Paralegal
This is a formal quote for the services and prices of proposed Family Law Clinic Services. Do
not confuse this quote as a formal contract. A Purchase Order will be issued as needed to the
selected vendor according to the quoted prices and conditions.
Scope of Work:
GENERAL: Family Law Clinic at the Cecil County Circuit Court
Job Title: Family Law Paralegal – Part time
Family Support Services of the Cecil County Circuit Court is looking to fill a part-time
position (15 hours per week) in our Family Law Clinic. The individual will be responsible for
assisting Pro Se litigants with forms.
• Provide direct assistance with forms to litigants in family law matters, to
include custody, divorce, visitation, child support, domestic violence, etc.
• Documenting statistical information from the litigants who utilize the Family
Minimum AA degree with a Paralegal Certificate. 3-5 years as a Paralegal, preferably
with a background in Family Law.
Grant Funded on a Fiscal Year basis
Terms of Contract:
The Contract term once awarded is July 1st through June 30th, and will be renewed each
year, unless the Circuit Court or the awarded Contractor request an earlier termination of
Evaluation and Selection Procedures
A. Technical Proposal Requirements
Respondents shall submit one original and one electronic copy. When submitting a proposal
the following information at minimum must be provided for proper evaluation by the proposal
Respondent shall demonstrate in their technical proposal that they possess the necessary
education and experience to perform the work described herein. This shall be accomplished
with the provision of the following groups of information:
1. Detailed background on the individual/group and their capabilities for providing

Their education and experience should be fully documented.
Please note that your proposal, if considered responsive, will be rated against other responsive
submissions and by the evaluation criteria described under section B.
B. Evaluation Criteria
The evaluation criteria below are intended to be the basis by which each proposal shall be
evaluated, measured and ranked. The Circuit Court hereby reserves the right to evaluate, at
its sole discretion, the extent to which each proposal received, compares to the said criteria
and to each other. The recommendation of the proposal review committee shall be based on
the evaluations using the following criteria:
1. Technical Criteria: Weighted at 60%
Previous experience of the respondent with furnishing said "Legal Services",
including general experience working within the framework of the judicial
Previous experience and education of the proposed providers.
The group's understanding of the scope of the work and quality and clarity
of the group's written methodology and description of the proposed
approach to accomplish the work.
2. Price Criteria: Weighted at 40%
Proposal submittals shall include salary requirements based upon an
approximate of 15 hours per week. Hours must be provided 3 days a week,
Tuesday, Thursday, and Friday.
The Circuit Court may request additional information or clarification of
proposals and reserves the right to select the particular response to this RFP,
which it believes will best serve its business and operational requirements,
considering the evaluation criteria set forth above.
Additionally, the Circuit Court hereby reserves the right to solicit best and final
offers only from a short list of respondents receiving the highest evaluated ratings.
C. Evaluation Procedure
1. The proposal review committee will review and evaluate all proposals received in
response to this RFQ. The proposal review committee may require oral presentations
from a short list of respondents judged to be reasonably susceptible of being selected
2. Negotiations: The Circuit Court reserves the right to enter into negotiations with the
respondents regarding questions about the technical and financial proposals and
resolve differences. The Circuit Court reserves the right to solicit a best and final offer
from each remaining respondent.
3. Discretion in Determining Deviations and Compliance: The Circuit Court reserves
the right to determine which respondents have met the minimum basic requirements
of this RFQ. The Circuit Court shall have the sole right to determine whether any
deviation from the requirements of this RFQ is substantial in nature, and the Circuit
Court may reject in whole or in part any and all proposals, waive minor irregularities,
and negotiate with all responsible respondents in any matter deemed necessary to
serve the best interest of the court.
a) The Circuit Court reserves the right to divide the award between multiple
bidders should no bids be received to cover the entire requested workload.
A. It shall be the Vendor’s responsibility to schedule and coordinate all work to be performed under
this Contract and to insure continuous and smooth operations of the work and completion within the
times specified in the proposal.
B. The Scope of Work is intended to cover the complete project. It shall be distinctly understood
that failure to mention any work, which would normally be required to complete the project shall not
relieve the Vendor of his responsibility to perform such work.
C. The vendor shall supply all labor, forms, equipment, insurance, permits, etc., necessary to perform
the mentioned work.
D. It is the Vendor’s responsibility to perform all work in a professional manner and maintain high

It shall be at the vendor’s discretion of the amount of detail enclosed within their proposal and the
evaluation shall be based on that information. The pricing or costs for services shall be provided
within the proposal along with a draft of a separate agreement or contract (if available) for final
execution along with a Purchase Order. All contracts and agreements are based on budgetary funding.
