Synopsis:



F-16 Cockpit Communication Control Panel Organizer (C3PO) Sources Sought



?1. This is a sources sought only, which, as part of market research, is being issued in accordance with (IAW) Federal Acquisition Regulation (FAR) subpart 15.201(e). This is not a solicitation/request for proposal and no contract shall be resultant from this synopsis. There is no solicitation package available at this time. The Government will not pay for any information received in response to this request, nor will the Government compensate any respondent for any costs incurred in developing the information provided to the AFLCMC. We are still determining the acquisition strategy and if this acquisition is a small business set-aside, FAR 52.219-14, Limitation on Subcontracting applies. Note that, if there is sufficient demonstrated interested and capability among small business contractors, a key factor in determining if an acquisition will be a Small Business Set-Aside is that two or more potential small business prime contractors must be capable of performing at least 50% of the effort, as defined in Federal Acquisition Regulation (FAR) clause 52.219-14, Limitations on Subcontracting. If it is determined that a small business set-aside is appropriate and your company anticipates submitting a proposal as the prime contractor for a small business set-aside, please provide specific details and rationale as to how compliance with FAR clause 52.219-14 would be achieved, including specific details regarding teaming arrangements, etc. If subcontracts are to be used, provide anticipated percentage of effort to be subcontracted and whether small or large businesses will be used. Teaming and/or subcontracting arrangements should be clearly delineated and previous experience in teaming must be provided.



The AFLCMC F-16 System Program Office is seeking to identify sources that may be capable of providing the following:



Description:
The F-16 has continually growing avionics needs and requirements. The F-16 will require a non-developmental cockpit control panel display to serve as a control head for communication and to organize aircraft avionics control. The C3PO is required to command and control recorders, receiver/transmitters, provide for discrete (ON/OFF) controls of instrumentation components (radar transponders/beacon, cameras, etc.) and display status of such systems; all of which are part of the onboard data acquisitions systems (DAS). The C3PO will replace obsolete control panels and will provide improved capabilities for cyber security, data display, and future growth.


The operational requirements dictate that the C3PO comply with lighting suitable for use with Night Vision Goggles (NVG) and must meet standards for compatibility with the operational environment. The product must also be ruggedized to withstand normal use on military aircraft and be suitable in the operating environment. Considerations for crew safety, utility, and mission suitability are paramount.


The C3PO shall provide a minimum 4.0-inch (in.) diagonal viewing area Active Matrix Liquid Crystal Display (AMLCD) screen and shall conform to the applicable requirements of Paragraph 5.2 of MIL-STD-1472G. Any status lights shall be identified by numbering and shall employ NVIS compatible red-green-blue LEDs. The overall dimensions shall not exceed 5.750 in. width, 4.88 in. height, and 4.500 in. depth behind the mounting plane. The display shall provide MIL-F-25173A DZUS mounting provisions at or near the four corners in standard rail spacing. All mounting hardware shall be captive to the display.


Grouping and arrangement of C3PO controls shall conform to MIL-STD-1472G Paragraph 5.1.1.3 and 5.1.4, and comply with minimum spacing requirements therein. Deviations must be identified for approval by F-16 SPO. Functionality and human interface shall be via a variety of commonly used buttons, knobs, switches, soft keys, lights, and toggles, the selection of which may be left to the vendor for selection and integration to meet the C3PO requirements. The human interface, as a minimum, must be comprised of the following buttons, knobs, switches, etc.


?a. Power - Capability to turn on/off the LCD screen


?b. Enter - Confirm any control panel configuration changes


?c. Day/Night Select - Select backlighting level between day and NVG compliant night modes


?d. Brightness - Capability to increase or decrease the luminance of the display


?e. Column Select - Column selection function to correspond to a selection menu that spans the bottom of the display screen


?f. Row select - Row select function shall correspond to a selection menu that spans vertically in rows along the side


The C3PO is intended to be mounted in the left-hand side of the aircraft console. The console tray has cable bundles running fore and aft on either side of the console. It is imperative that the connectors be centered as far as practical from the C3PO left and right sides to prevent aircraft cable bundle contact and chafing. Specific connectors, pinouts and I/O requirements are subject to change.



Sources Sought Synopsis Only:


1. Sources Sought:


?a. Provide software/firmware capabilities to meet requirements.


?b. Cooperatively work with Government and other vendors as required to integrate the C3PO and other communication and avionics software.


?c. Provide test assets/integration support to facilitate F-16 OFP development such that the C3PO is efficiently integrated.


?d. Provide a software data kit which enables the F-16 SPO to make changes to functional buttons.


?e. Obtain all necessary FAA and Department of Defense (DoD) certifications for C3PO functionality on the F-16.


?f. Revise applicable technical orders, flight manuals and drawings.


?g. Revise applicable aircrew and maintenance training.


?h. Upgrade applicable aircrew and maintenance training devices as required.


?i. Upgrade applicable support equipment as required.



2. Interested parties must submit the Contractor Capability Survey below, along with a Capabilities Document of no more than ten (10) pages total and a maximum of 3 MB, which should be brief and concise, yet clearly demonstrate the ability to meet the stated capabilities. Please include the following details:


?a. Scope of similar/same experience


?b. Teaming and/or subcontracting arrangements should be clearly delineated


?c. Delineate if work was in support of a Government or commercial contract


?d. Plan for obtaining data rights necessary to perform software/firmware modification to the C3PO. Due to proprietary information, interested parties shall clearly explain how they intend to meet the stated requirements via teaming/subcontracting while maximizing opportunities for small business participation in accordance with FAR Part 19.



3. There is no restriction on who can respond to this SSS; however, if submitting company proprietary Information, please be sure it is clearly marked. To aid the government, please segregate Proprietary Information to the maximum extent possible. All submissions become Government Property and will not be returned. The Government shall not be liable for, or suffer any consequential damages, for any proprietary information not properly identified.



4. Both small and large business should recommend small business utilization percentages as a percent of total contract value to be considered if the acquisition is not set aside for small businesses. This recommendation should include supporting rationale for the recommended percentage. Small and large businesses should also recommend any potential effort(s) that may be broken out of this requirement.



5. Estimate the SLOC, new or modified, required to accomplish the modification described above.


6. I dentify a representative to support further Government inquiries and requests for clarification of the information provided, if needed. Marketing materials are considered an insufficient response to this Sources Sought synopsis.

General Capabilities:

?4. Identify any specific requirements that would currently preclude the Respondents' company from being a viable solution to this requirement.

Any vendors interested in the possible follow on must respond by 31 May 2017, 4:30pm EST. This Industry Day will be for informational purposes and Q&A only. We will not be doing show cases, prototypes or examples at this time.
