Offerors are hereby notified that the Request for Proposal (RFP) N00024-17-R-6308 for the Extra Large Unmanned Undersea Vehicle (XLUUV) requirement has been posted.


Information related to the XLUUV requirement was previously posted under notice: Extra Large Unmanned Undersea Vehicle (XLUUV) Presolicitation Notice (https://www.fbo.gov/index?s=opportunity&mode=form&id=721b725bc9de88727da6552c8d79339e&tab=core&_cview=1). Please refer to this solicitation notice (N00024-17-R-6308) for the most current documents and information.


The XLUUV will be a modular, open architecture (OA), reconfigurable Unmanned Undersea Vehicle (UUV). Prototype vehicles with the capability to interface with mission payloads are planned for delivery. Based upon the complexity, magnitude, and duration of the requirement, the Government's market research indicated there are not two or more small business concerns capable of competing for the requirement as a small business set aside (FAR 19.502-2(b)).



Instructions


This is the formal solicitation N00024-17-R-6308 for the XLUUV requirement dated 3 March 2017. A proposal submittal date of 1400 Eastern Standard Time 17 May 2017 for this RFP is anticipated. The Government does not expect to grant any proposal extensions.


This solicitation supersedes the previous released draft RFP on 17 February 2017. Attachments sent as part of the 17 February 2017 draft RFP are unchanged and will not be re-sent. Offerors should NOT request attachments if they have already done so in accordance with the 17 February 2017 Draft RFP instructions.


Any perspective Offeror for solicitation N00024-17-R-6308 must have completed the following steps in order to receive the controlled documents for the Extra Large Unmanned Undersea Vehicle (XLUUV).


All requests for controlled documents should be sent to pms406xlrfp@navy.mil.


In order to be eligible to receive the controlled documents, a company must have a Terms of Use (TOU) agreement in place with the Naval Sea Systems Command (NAVSEA). To request a TOU letter a company must complete the following steps:


1. Email pms406xlrfp@navy.mil with Company name and cage code
2. Once Cage code is verified by the NAVSEA security office, a TOU will be sent
3. Fill in, sign and return the TOU letter
4. The TOU letter will be executed and returned to the company
5. CDs with the controlled documents will then be sent


Note: Both the Classified and the Unclassified CD will be sent to the Classified location contained in the TOU letter.


If a company already has a TOU in place from the 23 November 2016 draft Request for Proposal (RFP), then the company must complete the following steps:


1. Email pms406xlrfp@navy.mil with Company name and cage code
2. Send notice of destruction for previously distributed classified CD.
a. It is recommended that the transmittal sheet that came with the classified CD be returned with a destruction notice and DSS Signature
3. Once destruction notice is received then a updated set of CDs will be sent out



Q&A


All questions shall be submitted in accordance with the instructions provided under Section L and Attachment L-1 of this solicitation.


All Offerors that would like to be added to the distribution list to receive bidder's questions and answers (Q&A's) must have an executed Terms of Use (TOU) agreement on file with the Naval Sea Systems Command (NAVSEA). All perspective Offerors that have requested the attachments in accordance with the instructions posted for the 17 Feb 2017 Draft RFP will be automatically placed on the distribution list and sent bidder's Q&A's thus it is not necessary to send a separate request to be placed on it. Q&A's will NOT be posted to FedBizOpps.


Reminder: To obtain a TOU letter please follow the instructions provided above. After all necessary information is completed and the document is returned, the agreement will be executed by NAVSEA. At that point the Offeror will automatically be placed on the distribution list and start receiving bidder's Q&A's.


The bidder's Q&A's will be emailed periodically and at the same time to all vendors on the distribution list throughout the question and answer process.

Clandestined Delivered Mine Event -- Display and Presentation

The Naval Sea Systems Command (NAVSEA) will be hosting an event at Naval Surface Warfare Center (NSWC) Panama City, Florida 29 March 2017 to display a Clandestine Delivered Mine (CDM) and provide a CDM-related presentation to potential XLUUV Offerors. The display and presentation will be UNCLASSIFIED.

Attendance for this event is intended strictly for potential XLUUV Offerors. Potential Offerors are limited to two (2) company representatives at the event. Check in will begin at 0800 Eastern Standard Time (EST) and the display and presentation will begin at 0830 EST. The presentation and event will conclude not later than 1130 EST.


To attend the event, Offerors must have an executed Terms of Use (TOU) agreement with NAVSEA for the controlled documents associated with either the 17 Feb 2017 Draft solicitation or the 3 Mar 2017 Final solicitation. Additionally company information and representatives shall be e-mailed to NAVSEA for verification. The following details shall be sent to pms406xlrfp@navy.mil and carbon copy (CC) Mr. Mike Hammersley at james.hammersley@navy.mil and Brett Bikowski at brett.bikowski@navy.mil:


- Company name, Cage Code, Name/Point of Contact
- Attendee name, Title, Phone Number, Email


The CDM Event will be held at NSWC Panama City, in building 608, starting at 0830. Potential XLUUV Offerors must submit JPAS requests not later than COB 23 March 2017 for up to two (2) company representatives to NSWC PCD SMO: 613315. Administrative POC: Jeannie Ryan (laura.j.ryan@navy.mil; (850) 235-5986). Technical POC: Marty Richardson (martin.richardson@navy.mil; (850) 234-4728). Please send the visit request only for 29 March 2017.


No questions will be accepted at the event, but may be submitted after the event through the Bidder's Q&A process in accordance with this solicitation notice. The presentation provided at the 29 March 2017 CDM event will be sent to all potential Offerors following the event regardless of attendance.

The conformed Amendment 0004 is hereby posted. For ease of review, a Summary of Changes is also posted. The purpose of this amendment is to extend the proposal submission deadline date to 31 May 2017 at 1400 Eastern Standard Time. Attachments J-01, J-04, and J-08 have been revised and an additional document has been added to the Competition/Bidder's Library. These attachments and documents will be distributed in accordance with the instructions and procedures listed in the solicitation and FedBizOpps.


In the event of a conflict between the RFP and the Government responses to the RFP questions, the RFP will govern.
