The Army Contracting Command Orlando, Florida has issued this special notice to provide industry with a central location to obtain relevant information and draft documents for the eXportable Combat Training Capability (XCTC) requirement.

The mission of the XCTC program is to provide a highly realistic, fully instrumented, and intensive live training event for Brigade Combat Teams (BCT), Functional, and multi-Functional Brigades as they prepare for training in support of the Sustainable Readiness Model (SRM). The scope of the ARNG's XCTC Program involves training as many as three Brigades (BDE), simultaneously at multiple locations using a Government provided instrumentation system that tracks and records location and time synchronized training events. In FY17, there are currently five rotations scheduled at four different locations.

SITE VISIT:

Industry had an opportunity to attend a site visit during a live XCTC rotation event.

What: XCTC Rotation 17-05 Site Visit
Who: Industry - not to exceed two representatives from each company/team
Where: Fort Pickett, VA
When: 24 June 2017; Time: TBD
Why: To provide industry with an opportunity to view a XCTC rotation and see the GFP.

The site visit PowerPoint slide presentation is attached. During the site visit, the Government allowed various portions of the tour to be filmed. To request a copy of the video, contact the contract specialist to arrange a date and time to pick-up the disc from ACC-Orlando located in Orlando, FL.

ACQUISITION STRATEGY:

Due to emerging requirements, the Government has changed the XCTC acquisition strategy. The anticipated contract type was changed from a C-type contract to become a Single Award ID/IQ contract type. While the requirement has not yet entered PALT, the revised acquisition schedule projects the RFP will be released the 2nd quarter FY19 and contract award occurring 1st quarter FY20.
