FOR PROFESSIONAL ENGINEERING SERVICES FOR
ENVIRONMENTAL INFRASTRUCTURE PROJECTS

GENERAL
The City of Manchester’s Department of Public Works - Environmental Protection Division (EPD)
request the submission of Statements of Qualifications from engineering firms to provide services
for environmental infrastructure projects including, but not limited to: combined sewer overflows
(CSOs), stormwater, wastewater collection and conveyance, wastewater treatment plant (WWTP)
projects, and general engineering services. These Statements of Qualification will assist in the
selection of engineering firms for projects implemented by EPD during calendar years 2023, 2024,
and 2025.
PROJECTS
Projects considered for 2023 to 2025 include, but are not limited to, the following:
1. Phase II CSO Sewer Separation Program - Study, design, and construction
engineering services associated with the city’s ongoing Phase II CSO sewer separation
program.
2. CMOM Contract No. 6 – Continuation of the city’s 14-year old CMOM program. to
repair, rehabilitate, and replace ageing and failing sewer systems, force mains, and
pump stations. Study, design, and construction engineering services associated with
CMOM Contract No. 6
3. MS4 Stormwater Services – Continuation of the city’s 6-year MS4 stormwater permit
compliance program which includes the repair, rehabilitate, and replacement of ageing
and failing stormwater infrastructure.
4. WWTP Main Pump Station Upgrade - Study, design, and construction engineering
services associated with upgrades to pumps and controls at the WWTP’s 72 mgd main
pump station.

5. WWTP Secondary Clarifier Repairs and Upgrades - Study, design, and
construction engineering services associated with mechanical repairs and upgrades to
three conventional 145-foot diameter secondary clarifiers.
6. WWTP Biosolids Project - Study, design, and construction engineering services
associated with the city’s WWTP biosolids processing and disposal.
7. General Engineering Services - Study, design, and construction engineering services
for miscellaneous environmental infrastructure projects on an as-needed basis.
STATEMENT OF QUALIFICATIONS
The Statement of Qualifications shall be limited to fifteen (15) total pages’ single sided exclusive
of front/back covers, table of contents, checklist, and dividers. The Statement of Qualifications
shall include as a minimum the following information:
1. Introductory cover letter
2. Completion of attached check list designating which projects the firm is seeking
prequalification for.
3. The firm(s) recent (past ten years) experience for:
CSO study, design, and construction
CMOM wastewater collection and conveyance system study, design, permitting
and construction
MS4 permit compliance and stormwater study, design, and construction
WWTP pump station study, design, and construction
WWTP secondary clarifier study, design, and construction
WWTP biosolids study, design, and construction
4. Information describing the roles and qualifications of key members of your firm that
may be involved with the various projects including the proposed main client contact
person.
5. Teaming arrangements, if applicable
6. Firm’s QA/QC procedures
7. A minimum of five client references for projects completed within the past ten years.
8. Confirmation that the submitting firm is on the State of New Hampshire - Department
of Environmental Services’ roster of prequalified engineers.

SUBMISSION
Electronic copies of the Statement of Qualifications are to be submitted to
FMcNeill@ManchesterNH.gov of the Environmental Protection Division, 300 Winston Street,
Manchester, NH 03103 by 4:00 pm on Wednesday June 21, 2023. Any questions pertaining to

IMPLEMENTATION
The City of Manchester’s Department of Public Works - Environmental Protection Division will
review the qualification statements of each firm. As projects are implemented pre-qualified firms
will be selected to submit technical proposals and interview for that particular project. The City
reserves the right to reject any and all submittals if it is in its best interest.
