1) GENERAL
The City of Columbia (City) is seeking proposals for engineering services for various airport
projects at Columbia Regional Airport (COU) for a five (5) year period.
A more detailed description of the projects is contained later in this RFQUAL.
Qualifications shall be received until 5:00 p.m. CDT on Friday, September 20, 2024 in the
office of the Finance Department/Purchasing Division to the attention of Cale Turner,
Purchasing Agent at the address below:

2) PROJECT DESCRIPTION
The required services include, but are not limited to airport design, construction,
architecture/engineering (A/E) services for all phases, and necessary incidental services for
projects expected to be funded.
Fees will be negotiated for projects as grants are obtained. Consultants shall not include fee
or cost information when responding to this solicitation. Prospective consultants are advised
that applied overhead rates must be in accordance with the cost principles established with
Federal Regulation 48 CFR Part 31, Contract Cost Principles and Procedures.
The RFQUAL, and any agreement resulting from the RFQUAL, are subject to, but not limited
to the following federal provisions:
• Title 2 CFR part 200
• FAA AC 150/5100-14E
• Title VI of the Civil Rights Act of 1964
• Section 520 of the Airport and Airway Improvement Act of 1982
• DOT Regulation 49 CFR Part 18.36{i)-Access to Records
• DOT Regulation 49 CFR Part 20-Lobbying and Influencing Federal Employees
• DOT Regulation 49 CFR Part 26-Disadvantage Business Enterprises Participation
• DOT Regulation 49 CFR Part 29-Government Debarment and Suspension
• DOT Regulation 49 CFR Part 30-Foreign Trade Restriction Clause
The City of Columbia, in accordance with the provisions of Title VI of the Civil Rights Act
of 1964 (78 Stat. 252, 42 USC §§ 2000d to 2000d-4) and the Regulations, hereby notifies all
bidders or offerors that it will affirmatively ensure that any contract entered into pursuant to
this advertisement, disadvantaged business enterprises will be afforded full and fair
opportunity to submit bids in response to this invitation and will not be discriminated against
on the grounds of race, color, or national origin in consideration for an award.

3) SCOPE OF SERVICES
The work outlined below is anticipated to be completed over the five (5) year period. It is the
City’s desire to award the work outlined in this RFQUAL to one firm. Once a firm is selected,
the City may elect to negotiate one agreement that encompasses all the work outlined in this
proposal or the City may elect to award the work in phases (multiple term agreements) over
the five-year period.
Key individuals identified in the qualifications shall be expected to be available for the
projects and perform the work as identified and needed for each project. These people will be
specific in the contract and any changes in personnel must be approved in advance by the
City.
(a) Airport Drive and Terminal Loop – Project Estimated at $2 Million
This project shall include the overlay and/or reconstruction design and
construction services for the road and entrance drive for the terminal.
(b) Park Lot – Project Estimated at $4.0 Million
This project shall be to design and provide construction services for all parking
lots at COU that can or could be used for commercial parking purposes.
(c) Snow Removal Equipment Building (SRE) – Project Estimated at $8 Million
This project shall be for design and construction services related to the SRE
building at COU.
Consultant shall provide miscellaneous services relating to these projects and COU on an as-
needed and as-requested basis. Services may include field assistance, general consulting and
assistance with grant applications, research, permitting related business, engineering plan
preparation, construction contract document preparation, construction phase inspection and
administration, or other professional services. ACIPs were developed by Burns and
McDonnell and will be available upon request.

4) CONTENT OF THE PROPOSAL
The City requests that any firm desiring to be considered for this project submit three (3)
copies of your proposal marked “RFQUAL 147/2024: ENGINEERING SERVICES:
VARIOUS AIRPORT PROJECTS” containing the following:
1. A brief description of the firm.
2. The qualifications and background of the firm.
3. A summary of any arrangements that will be made with any other firm for assistance on
this work.
4. A list of key personnel to be involved in the work for each phase of the project.
5. A list of similar work performed for other municipalities or agencies, including a
description of work and the name of the municipality or agency, and the action taken as a
result of the work. A list of references should be included.
6. Discussion explaining why you think the City of Columbia would benefit from selecting
your firm to do the work.
7. A description of the approach the firm will take to complete work as established.
