Description:

The City of Bristol, Connecticut is seeking to engage the services of a Consulting Engineering firm to provide engineering services for the preparation of contract plans and documents for the following transportation project:

Design & Construction Engineering Services for the Replacement/ Upgrades of Six Traffic Signals Located in the City of Bristol Downtown Area

The project involves the design of six (6) Traffic Signal replacements and equipment upgrades in the Downtown area of the City of Bristol. The projected design and construction cost is expected to be in the range of $3,370,500.

The traffic signal locations are indicated below:
1. North Main Street at Center Street
2. South Street at George Street
3. CT Route 72 Main Street at Mem Blvd & School Street
4. CT Route 72 Riverside Ave at Main Street
5. North Main Street at Riverside Avenue
6. CT Route 72 School St at Church Street

Please note that the City owns and operates traffic signals at intersections on state roads (CT Route 72).

Firms responding to this request should be of adequate size and sufficiently staffed to perform the assignment described above.

The Consulting Engineering and Design firm will be evaluated and selected based on design and technical competence, the capacity and capability to perform the work within the time allotted, past record of performance, and knowledge of Federal, State, and Municipal procedures, appropriately weighted in descending order of importance.

The design fee will be negotiated on a Lump Sum basis.

The Disadvantaged Business Enterprise (DBE) sub consultant goal for this project is zero percent (0%) due to the limited the scope of work anticipated.

The selected firm must meet all Municipal, State, and Federal affirmative action and equal employment opportunity practices.

A letter of interest, together with general information on the firm and proposed sub consultants, the firm's brochure, current Federal Form SF330, experience of the firms, and resumes of key personnel shall be addressed to:

Interested firms are required to submit one original copy via digital media of their qualifications no later than December 16, 2022 at 1:00 pm to Roger Rousseau, Purchasing Agent. Submissions may be made via email, shared file service, or USB drive; the City does not assume responsibility for failure of submissions to be received by the City by the date and time noted above. All interested firms must include in its submission a detailed statement including the organizational structure under which the firm proposes to conduct business. Proposed sub consultants should be clearly identified. The relationship to any "parent" firm or subsidiary firm, with any of the patties concerned, must be clearly defined.

Personnel in responsible charge of the projects will be required to possess and maintain a valid Connecticut Professional Engineer's License.
