Engineering Services In Connection with Whitford Brook Watershed
Infrastructure Improvements
The Town of Ledyard is accepting qualification statements from professional
engineering firms or teams licensed in the State of Connecticut to provide engineering
services in connection with improvements to several infrastructure components in the
Whitford Brook (Lantern Hill Valley) watershed. These services are part of the
approved scope of a State of Connecticut Personal Services Agreement (PSA).
The firm(s) should be able to demonstrate a successful track record in working on
municipal infrastructure projects in Connecticut, particularly bridges, culverts, and
dams, and knowledge and expertise in related engineering and design, watershed
hydrology, hydraulic analysis, fishway improvements, and in relevant regulatory
requirements.
Interested firms should submit statements of qualifications (5 copies) to the Mayor’s
Office, 741 Colonel Ledyard Highway, Ledyard, CT 06339 no later than 2:00 PM on
Tuesday, March 21, 2023. They should be marked “Engineering Services –
Whitford Brook Watershed Infrastructure Improvements – RFQ 2023-07.”
Project Background
The Town of Ledyard has received approval from the State of Connecticut Personal
Service Agreement (PSA) funding toward the replacement of Lantern Hill Road
Bridge (CT No. 137001) and engineering design for several other infrastructure
components in the Whitford Brook/Lantern Hill Valley watershed. The Town of
Ledyard is assigned as the lead in project administration and will consult
administrative representatives of the Towns of Stonington and North Stonington, the
Mashantucket Pequot Tribal Nation (MPTN), the Lantern Hill Valley Association,
aka LHVA, the McKee Farm Trust, aka MFT, the owner of the Hyde Mill Pentway,
Save the Sound, CT DEEP, other state agencies as necessary, and federal partners
needed to complete the work of the Project.
The Town is seeking a comprehensive approach to engineering design that
contemplates all infrastructure components in the hydrologic context of the Whitford
Brook watershed from the existing Lantern Hill Pond dam down to the parallel
crossings at Wolf Neck Road (Bridge Nos. 137002 and 137003). Consult the
attached graphics for component locations within the topographic context.
A key element of this project is repair design for the three dam structures (listed
below) on Long Pond and Bush Pond. Save the Sound and Princeton Hydro (in
cooperation with dam owners, abutters, and CT DEEP) have developed advanced
design plans for the Long Pond Dam nature-like fishway that will be incorporated
into the dam repairs specified in this RFQ. Save the Sound and Princeton Hydro will

be available during this project for necessary coordination. Consult attached nature-
like fishway design plans.
Included in this design initiative (with owners indicated in italics):
Repairs at Long Pond Dam (Dam 7202) – LHVA (In coordination with
Princeton Hydro and Save the Sound, incorporate the nature-like fishway as
described in advanced design plans [see below])
Repairs at Bush Pond Dam (Dam 10248) – LHVA
Repairs at Bush Pond Dike (Dam 10249) – MFT
Replacement of Whitford Brook Bridge/Culvert – Ledyard (approximately
420 feet south of the Long Pond Dam located on Lantern Hill Road)
Replacement of Hyde Mill Pentway Culvert – MFT
Not included in the scope of the PSA, but to be integrated hydrologically as relevant
in this project:
Lantern Hill Pond Dam (new in 2010 through MPTN initiative) – MPTN
Box Culvert (approximately 300 feet south of Homestead Rd, new in 2010
through MPTN initiative) – Ledyard/North Stonington
Lantern Hill Rd Bridge over Long Pond/Bush Pond connector (CT No.
101008) – North Stonington
Long Pond Nature-like Fishway – LHVA (a separate initiative of Princeton
Hydro and Save the Sound for which design plans are at an advanced stage of
development)
Lantern Hill Road Bridge (No. 137001) over Whitford Brook (plans
complete, permitting in process) – Ledyard/Stonington

Potential Engineering Services*
* Specific services will be subject to negotiation, the following are exemplary and services may be added or
deleted from the ultimate agreement.
1. Review existing studies, data and information; meet with Town staff and make
recommendations as to specific approach to the project.
2. Following receipt of authorization to proceed from the Town, the Engineering
Firm will coordinate all design and related activities with the Town and prepare
plans and specifications as necessary for approval and ultimate bidding.
3. Acquire all necessary permits for construction of the included components and
associated work.
4. Throughout all the above steps, the Engineering Firm will engage and coordinate
communication with the State of Connecticut DEEP with respect to all matters
affecting the nature and process of the design for this project according to the
requirements of the State of Connecticut DEEP and/or other cognizant agencies.
The Engineering Firm will prepare and coordinate the submittal of all required
and associated documentation.

RFQ Process
Based on submissions the Town will conduct interviews with selected firms and will
either attempt to negotiate a contract with a selected firm or request fee proposals
from up to three firms.
