Lake Opechee Loop Multi-Use Pathway
The WOW Trail Board in conjunction with the City of Laconia is requesting a Statement of Qualifications
from interested consulting firms, licensed to do business in the State of New Hampshire, for professional
Engineering Design and Consulting Services required for the design of sidewalks, signage and roadway
striping as outlined in the Opechee Loop Routing Study (Study) document of July 30, 2021 by VHB, Inc.
Project Description
The project will be designed and constructed in three segments described below:
1. Connection on Elm Street from the current WOW Trail terminus to Franklin Street,
Study Recommendation: Reallocate existing width on the bridge and approaches to include a 10'-
wide multiuse path on the south side separated from reduced-width travel lanes by a physical barrier.
2. Connection on Elm Street from Hickory Stick Lane to west side of North Main/Parade Road/NH106
including the addition of a striped crosswalk and push-button actuated pedestrian signals to the
existing traffic signal equipment,
Study Recommendation: Provide continuous, widened sidewalk along south side of Elm Street (8'
min.) and crosswalk across N. Main Street. Special accommodation may be needed at the
culvert/stream crossing just east of Leigh Ct
3. Connection along Shore Drive from Ahern State Park to Pleasant Street and the WOW Trail.
Study Recommendations: Install pavement markings and signs along Shore Drive from Ahern State
park to Holman Street to promote a shared roadway. Install striped shoulders, shared lanes, and
standard 5' wide bike lanes along Holman Street and Gale Ave. Widen the current 5'-wide south/west
sidewalk to a minimum of 8' along Pleasant Street to provide a space for novice bicyclists to share
with pedestrians.
Specifically omitted from the project is the area between the west side of North Main/Parade
Road/NH106 to Shore Drive, which includes the state property parcel and Ahern State park. Also omitted
is the section of Elm Street from Franklin Street to Hickory Stick Lane and any work along North Main
Street (NH106) other than the crosswalk and pedestrian signal.
Scope
The Consultant shall be required to have a minimum of one licensed professional engineer on staff and
registered in the branch classification of Civil Engineer in the State of NH. Engineering responsibilities
include, but are not limited to:
• Preliminary design services including data collection, primarily in the form of 3D topographic
survey where it is needed, proposed layout, and public input meetings.
• Final design services including estimation of construction costs, preparing of bid documents,
finalized plans, contract proposals, obtaining necessary permits, presenting at public input
meetings, and assisting with the bidding process.
• Assisting the City with meeting all applicable State and Federal requirements and providing all
required documentation to NH DOT for review and approval.
• Construction inspection services.
This project will be funded by a variety of sources, including potentially Federal TAP or CMAQ funding.
NHDOT will be required to review work proposed at the traffic signals at North Main/NH106 and Elm
Street. Project advancement will occur in a manner consistent with municipal infrastructure projects.
In the event that Federal funds are utilized, the Engineer's responsibilities will also include:
• Compliance with the NH DOT Local Public Agency Manual for the Development of Projects
and any requirements specifically applicable to Transportation Alternative Program (TAP}.
Consultant selection is a Qualification Based Selection (QBS} process. Top candidates may be
requested to make a presentation to the Selection Committee as part of the evaluation process. The
Statement of Qualifications should be concise and focused. Submittals should not be over 10 pages
(not including cover page, resumes, or list of contact information for references}.
Consultant selection will be based on:
• Qualifications of the project team
• Experience with similar projects designed and implemented by the firm/team
• Firm's history and resource capability to perform required services
• Budget and cost control experience
• Firms quality control and assurance procedures
• Familiarity with local area and construction practices.
• Experience with NH DOT projects
• Experience with Federal grant funded projects
• Familiarity with Federal and State regulations
• Familiarity with NH DOT manuals and guidelines for municipal management of locally managed
projects.
• Consultants are required to have the appropriate licensed professionals on staff.
• Reference check.

Submission Requirements
Interested firms should submit four (4) copies of a Statement of Qualifications. Statements should
include the following information, which will be used to evaluate and rank all submissions. Please
keep RFQ submittals to no more than 10 pages, excluding resumes and cover page.
1) Name, address, brief history and description of the size and experience of the firm.
2) Resumes of key personnel to be assigned to this project{s) and a percentage of their time devoted to
tasks.
3) Related projects/ areas of expertise/ experience {competence of the firm)
a) Description of other projects designed by this firm similar to this project.
b) Include reference contact information.
4) Description of budgeting, cost, and quality control/quality assurance procedures.
S) A brief description of the firms approach to planning, designing, and implementing a project.
6) Statement concerning whether there is a real or perceived conflict of interest.
7) Statement of financial stability of firm.
8) Other information you consider pertinent to your firm's consideration {one page maximum).
