1. INTRODUCTION

The City of Kalamazoo Department of Public Services is seeking to pre-qualify consulting engineering firms to perform engineering services on an as-needed basis associated with various capital improvement projects for the Kalamazoo Water Reclamation Plant and Sanitary Collections System and the Water Supply System for 2025 through 2029. The Water & Wastewater Operations are headquartered at 1415 N. Harrison, Kalamazoo, MI, 49007, with remote operations in the City of Kalamazoo and throughout Kalamazoo County.

The Kalamazoo Water Reclamation Plant is an advanced A2O activated sludge treatment process with Powdered Activated Carbon addition having a design average flow of 54 MGD. The plant serves fifteen (15) suburban municipalities and townships, five (5) of which are master metered accounts and the remainder are direct retail service. The City of Kalamazoo Sanitary Collections System consists of approximately 300 miles of sanitary mains, trucks, and interceptors including seven (7) lift stations and approximately 22,000 service laterals.

The Water Supply system is a well water source system consisting of eleven (11) pressure districts with pumping and storage facilities. The water system serves the City of Kalamazoo and ten (10) municipalities, over 750 miles of distribution main, all as retail accounts.

2. OBJECTIVE OF THE REQUEST FOR QUALIFICATIONS

The objective of the Request for Qualifications is to seek qualified firms to provide engineering and consulting services, as required. Respondents to this Request for Qualifications will receive qualification scores according to the evaluation criteria. A selection committee will select the most qualified firm(s), and may ask for an interview. When the selection process and interviews are complete, firms will be selected to be pre-qualified for soliciting proposals for services. (Refer to Pages 14 and 15, Award Criteria and Selection.) A firm need not be proficient in all aspects of all the work in order to be considered a “qualified firm.” Please indicate which system(s) the qualifications are being submitted for. The City anticipates selecting a minimum of two (2) consulting firms for final pre-qualification awards. Final selection will be based on submitted proposals, possible interviews with firms, and acceptable negotiated contract agreements.

As projects are identified, appropriate City project managers will ask one or more pre-qualified firm(s) to complete and submit a Request for Proposal for the actual work to be performed. The consultant’s proposal shall use the enclosed terms and conditions as a basis for any contract resulting from this pre-qualification process. Any additions or revisions to the enclosed terms and conditions must be negotiated and accepted by the City of Kalamazoo before the firm can be placed on the pre-qualification list. Any terms and conditions submitted with the Request for Proposal response will not be considered.
