Sealed proposals from firms shall be received by the Purchasing Department of the Hall County Board of Commissioners at 2875 Browns Bridge Road, 4th Floor, Gainesville, GA 30504 until 3:00pm, legally prevailing time on Tuesday, July 23, 2019, for:

Engineering Consultant Services for Cash Road/Hog Mountain Road Intersection Project

Hall County Board of Commissioners (Owner) is hereby soliciting submissions from firms that are interested in and capable of producing a set of quality construction plans and specifications with a degree of construction oversight for a new intersection at Cash Road and Hog Mountain Road.

After the time and in a designated room and place as noted above, the proposals will be publicly opened. No further information shall be read, discussed, or provided until the evaluation of all submittals is completed. No extension of the bidding period will be made unless the County issues a formal written addendum.

Bid submittal documents may be obtained by going to our website at www.hallcounty.org then click on Bids & Proposals in the left hand column. Click on the RFP # 40-008 Engineering Consultant Services for Cash Road/Hog Mountain Road Intersection Project and fill out the requested information and click submit and this shall send an automatic request to our office. The Hall County Purchasing Department is the only official release site for this Request for Proposal or any addenda that may be issued for same. Hall County will not be held responsible for errors or omissions in submitted proposals due to bidding documents or portions thereof obtained from anyone or any other location.

A Bid Bond will not be required with proposal submission. Successful bidder will be required to provide insurance in the amount of at least one million ($1,000,000.00) dollars as required by paragraph 17 of the “terms and conditions” of these documents.

Your submittal must have a signature in its “original form”. Hall County suggests that this is provided on your “Introductory Letter”. Firms should submit a total of six (6) proposals; one (1) marked “Original” and five (5) marked “Copy”.

Bids may not be withdrawn and shall remain valid and open for acceptance for a period of sixty (60) days after date of receipt of bids. All proposals will be evaluated in accordance with applicable Hall County rules, regulations and laws. This bid will be evaluated using a multi-step process. The first step is to evaluate “qualification” submissions. Factors to be considered in the evaluation include: ability of the professional staff, approach to project, experience on similar projects, performance on past projects and references for same services. This step will result in a “shortlist of qualified firms”. During the evaluation process, the selection committee and the County reserve the right, when it may serve the County’s best interest to request information or clarification from proposers or to allow corrections of errors or omissions. Once the “short list” is compiled, the second step is to evaluate “cost proposal” which should have been submitted at the same time in a separate sealed envelope. The firms short listed may be invited to interview with the committee.

The Owner reserves the right to retain all bids submitted and use any idea(s) in a proposal regardless of whether that bid is selected. The Owner shall reserve the option to reject any or all bids, in whole or in part, or to select any Bidder that the Owner chooses to complete the described Work. Award of Contract will not be based solely on low bid, but also on quality, references, and other subjective criteria as the Owner may deem necessary, and as the Owner may determine at its sole discretion. The Undersigned Bidder expressly understands that his Proposal may be rejected by the Owner for any reason without liability on the part of the Owner to the Undersigned Bidder, even if the Undersigned Bidder is the apparent or actual lowest responsive and responsible bidder for the work.
