The Selected Offeror shall ensure the continuous and effective operation of Pennsylvania’s Vehicle Emission Inspection and Maintenance (I/M) Program and will be responsible for all aspects of administering the I/M Program within Pennsylvania under the direction of PennDOT, Bureau of Motor Vehicles, Vehicle Inspection Division (“Department” or “PennDOT”). The Selected Offeror shall keep consumer and inspection station costs as low as possible while managing an I/M Program that satisfies current and possible future federal and state requirements.
The Department of General Services (DGS) Small Diverse Business (SDB) and Veteran Business Enterprise (VBE) program and PennDOT’s Diverse Business (DB) program apply to this procurement. There is an SDB Goal of 14% and a VBE Goal of 3% established for this procurement.
