NOTICE FOR REQUEST FOR PROPOSALS (RFP)
ELECTRIC VEHICLE CHARGING STATIONS AND SERVICES
CITY PROJECT, CP 19-11
NOTICE IS HEREBY GIVEN that the City of Palm Springs is requesting proposals from qualified
Respondents to expand and upgrade the City’s electric vehicle charging infrastructure, hereinafter named
the “Project”, that will minimize costs to the City for both installation and ongoing maintenance of charging
units and also provides good value for users. The City is willing to work with the selected respondent to
obtain grants and other incentives, but proposals should not rely on these resources solely to offset costs.
PROJECT LOCATION: Various locations within Palm Springs, CA, See Attachments A & B.
SCOPE OF SERVICES: The scope of work generally includes all professional services associated for
the project in conformance with City Requirements. The scope of work includes: administration of the
contract; design; utility coordination with Southern California Edison; installation of new electric vehicle
supply equipment (EVSE); replacement and upgrading of existing City EVSE, where necessary;
utilization or modification of existing EVSE, if appropriate; providing a web based system for the City to
track usage and maintenance issues; and all associated unground infrastructure with surface repair.

Upon downloading the RFP via the internet, contact Vonda Teed, Engineering Services Administrative
Secretary, via email at Vonda.Teed@palmspringsca.gov, to register as a Respondent interested in this
project. Failure to register may result in not receiving addenda to the RFP. Failure to acknowledge
Addenda may render a submittal as being non-responsive. We strongly advise that interested
Respondents officially register per the instructions. This Notice for Request for Proposals, the Plan Holders

All questions regarding this project and request for proposals shall be addressed in writing to Patrick
Tallarico, Office of Sustainability Manager, Patrick.Tallarico@palmspringsca.gov, and
Vonda.Teed@palmspringsca.gov, by 3:00 P.M., Local Time, July 30, 2020. Addenda will be issued to
provided clarifications or changes in scope.
EVALUATION OF PROPOSALS AND AWARD OF CONTRACT: This solicitation has been developed
in the Request for Proposals (RFP) format. Accordingly, Respondents should take note that multiple
factors as identified in the RFP will be considered by the Evaluation Committee to determine which
proposal best meets the requirements set forth in the RFP document. COST WILL BE EVALUATED AS
PART OF THE EVALUATION CRITERIA. The City reserves the right to negotiate the terms and
conditions of any resulting contract. Final contract award, if any, will be made by the Palm Springs City
Council or the City Manager, as appropriate. The selected Respondent will be required to comply with all
insurance and license requirements of the City.
DEADLINE: All proposals must be received in the Procurement and Contracting Office, 3200 E. Tahquitz
Canyon Way, Palm Springs, CA, 92262 by 3:00 P.M., Local Time, August 6, 2020. The receiving time
in the Procurement Office will be the governing time for acceptability of Proposals. Telegraphic and
telephonic Proposals will not be accepted. Reference the RFP document for additional dates and
deadlines. Late proposals will not be accepted and shall be returned unopened.
