NOTICE TO BIDDERS
Sealed bids will be received at City Secretary's Office, 1110 Houston Street, Laredo, Texas until
4:00 p.m., on Thursday, December 19, 2019, and publicly opened at 09:30 a.m. on Friday, December
20, 2019, read and taken under advisement for the furnishing of all necessary materials, machinery,
equipment, labor, superintendence, and all other services and appurtenances required for the El Pico
WTP Reliability Improvements Project. Said bid shall be marked,
"El Pico WTP Reliability Improvements Project"
The Work consists of the following elements:
Construction of chemical feed piping in pipe chases, pull boxes, and casing pipes, as well as
other miscellaneous chemical system improvements.
Relocation of an existing 10-inch sludge flowmeter in an existing pipeline, including new
piping, pipe supports, and a housekeeping slab.
Addition of a backflow prevention device on an existing plant service water pipe that is
part of an existing chlorination system.
Contract time is 180 calendar days to substantial completion and 210 calendar days to final
completion.
Each proposal and the proposal guaranty must be originals and must be sealed in an envelope plainly
marked with the name of the project as shown above, and the name and address of the Bidder. When
submitted by mail, this envelope shall be placed in another envelope addressed as indicated in this Notice
to Bidders.
Only proposals and proposal guaranties actually in the hands of the designated official at the time set in
this Notice to Bidders shall be considered. Proposals submitted by telephone, telegraph, or fax, will not
be considered.
Bidders are expressly advised to review Section C-3 .10 of the General Conditions of the proposed
Contract as to the causes which may lead to the disqualification of a bidder and/or the rejection of a bid
proposal. Unless all bids rejected, Owner agrees to give Notice of Award of Contract to the successful
bidder within sixty (60) days from the date of the bid opening.
Bidders are expected to inspect the site of the work and inform themselves regarding all local conditions.
A pre-bid meeting is scheduled for Thursday, December 5, 2019 at 2:00 p.m. at the City of Laredo El
Pico Water Treatment Plant, 19002 Riverbank Drive, Laredo, Texas 78045. The pre-bid meeting is
optional, but strongly recommended.
Copies of the plans and specifications may be reviewed free of charge at the office of the City
Utilities Dept., 5816 Daugherty Ave., Laredo, Texas. Digital Copies (CD's) containing the complete set
of bid document will also be made available at no charge.
