Economic Recovery and Resilience Plan North Olympic Peninsula Resource Conservation & Development Council (NODC)

The North Olympic Peninsula Resource Conservation & Development Council (NODC) is soliciting Statements of Qualifications for professional consulting services to facilitate development of a five-year economic recovery and resilience plan for the North Olympic Peninsula region, comprising Jefferson and Clallam counties, along with a one-year action plan. The five-year plan will also serve as the Comprehensive Economic Development Strategy (CEDS) for the region and must be consistent with CEDS format and requirements as mandated by the Economic Development Administration.

Specific project tasks include:

  1. Work with the NODC staff, Executive Board, and CEDS Strategy Committee to develop an inclusive, consensus-building planning process.
  2. Identify economic recovery plans developed by local governments, economic development agencies and tribal governments and bring recommendations from those plans forward as part of the planning process.
  3. Gather relevant demographic and economic statistics to inform the planning process and be included as appendices to the plans.
  4. Convene and facilitate region-wide strategy meetings of local governments, tribes, economic development agencies, business and community leaders, higher education, and other stakeholders to develop a five-year Economic Recovery and Resilience Plan and a one-year action plan.
  5. Assist in development of appropriate evaluation metrics to be included in the plans.


With a mission to empower the North Olympic Peninsula to pursue and invest in its own economic and environmental destiny, the North Olympic Peninsula Resource Conservation & Development Council is the regional Economic Development District for Clallam and Jefferson counties. The NODC produces a comprehensive economic development strategy for the region, acts as a convener on issues affecting the area, supports economic development in key sectors and develops projects to fill gaps.

NODC seeks a firm with significant experience and competency in producing economic development plans and working with diverse stakeholders to reach consensus and specifically with the development of Comprehensive Economic Development Strategies (CEDS). Other desired qualifications include demonstrated experience working in rural, natural-resource dependent communities and familiarity with asset-based community-development models such as WealthWorks that seek to build multiple forms of community capital.

The contract will be funded entirely or in part by federal funds and the selected contractor must comply with all terms and conditions of the federal award(s). The NODC Selection Committee will review all responses for completeness, responsiveness, experience, qualifications and references. Based on this review, NODC will select up to three top candidates for virtual interviews and will select the most advantageous responsive firm(s) considering qualifications and price.


To respond to this RFQ email a letter of interest containing the following:

  1. Contact information
  2. Online accessibility: web address and online SOQ availability, if any.
  3. Team: team members and structure, and each member's anticipated role in project, availability, resume, and relevant experience (including any subconsultants).
  4. Experience: a list with a ½-page description of 2-4 prior successful economic development planning projects (web links or copies required.
  5. Scheduling: brief proposed schedule to completion identifying major tasks and durations.
  6. References: at least 1 for each project listed and 2 additional.

Submittals shall be emailed as a PDF or MS Word attachment, 12 pages maximum, with "NODC Economic Recovery and Resiliency Planning SOQ" in the subject line, by the deadline listed below, to Karen Affeld, Executive Director, .


May 21 — Deadline for submittal by email of SOQ

June 4 — Selection of short list for further consideration; notification to submitters

June 9-11 — Interviews (at NODC's option)

June 14-22 — Selection and contract negotiation

June 24 — NODC Executive Board award of contract

June 25 — Notice to proceed

September 10 — Draft plans to be posted for public comment

October 15 — Final plans completed

The above schedule, except for submittal of SOQs, is tentative and may be changed if NODC deems it necessary. The project is expected to be underway by July 1, 2021, with project completion by October 15, 2021.


The successful proponent will indicate its ability to provide, as needed, a full support team. The firm or team selected must also demonstrate competence and qualifications including:

  • Experience and performance on similar projects.
  • Ability to work collaboratively with multiple public agencies, stakeholders, community groups, and citizens.
  • Strong facilitation skills.
  • Demonstrated ability to work with diverse stakeholders, including local governments, tribes, nonprofit organizations and the business community.
  • Ability to respond to unexpected as well as regularly scheduled requests with minimal delay.
  • Strong project management skills.

NODC's selection of interviewees will be based upon:

  1. Professional qualifications necessary for satisfactory performance of listed services.
  2. Specialized experience and technical competence in the type of work required.
  3. Ability to apply creative solutions to complicated projects.
  4. Capacity to accomplish work within demanding schedules and manage the project.
  5. Demonstrated ability to communicate and work effectively with the public, staff, and policy and review bodies.
  6. Response of references.

Interviews will be scheduled if required; information regarding the interview process will follow the process of selecting the short list.

NODC reserves the right to reject any and all submittals.
