This is a pre-solicitation notice for a construction project entitled "East Richford LPOE Intrusion Detection System and Refresh." Construction services will be performed as follows at the following three buildings:
1) East Richford Land Port of Entry (LPOE), located at 357 Glen Sutton Rd., Richford, VT. This portion of the project consists of renovating a portion of the facility for Customs and Border Protection (CBP) by creating the following: men's and women's bathroom, supervisor's office, officer work area, worker's breakroom, lobby and check-in area, new guard booth, security upgrades, new LED lighting, and new flooring and ceilings. Lead and asbestos abatement is also required in the renovated portion of the building. A temporary CBP trailer is also required that includes an officer work area, officer break room, and a public waiting area. Additionally, a temporary trailer for restrooms is also required during construction.
2) Richford LPOE, located at 705 Province St., Richford, VT. This portion of the project consists of replacing an inspection booth at the LPOE and involves HVAC, electrical, lighting, booth envelope, security, and sitework.
3) West Berkshire LPOE, located at 7823 West Berkshire Rd., Berkshire, VT. This portion of the project consists of replacing an inspection booth at the LPOE and involves HVAC, electrical, lighting, booth envelope, security, and sitework.
The Government anticipates a contract award for these services in November 2019 with construction work commencing in the spring of 2020.
This procurement is a 100% total small business set-aside under NAICS Code 236220 (Commercial and Institutional Building Construction with a size standard of $36.5 million).
Estimated magnitude of construction, per FAR 36.204 - Disclosure of the Magnitude of Construction Projects, is between $1,000,000 and $2,000,000.
All individuals working on this project will be required to obtain security clearances.
The Government intends to award a contract under this solicitation to the lowest price responsive bid submitted by a responsible offeror, using Sealed Bidding procedures, as described in FAR Part 14. A public bid opening will be held at a date, time, and location to be specified in the solicitation.
The solicitation, agreement, specifications, drawings and other applicable documents will be available on or about Thursday October 17, 2019 for electronic download from the Federal Business Opportunities website at www.fbo.gov at no additional charge. Contractors are responsible for printing the solicitation and all related documents. It is the Offeror's responsibility to monitor the site at www.fbo.gov for the release of any amendments and/or other notifications of any changes to this solicitation (i.e. any amendments). The Government reserves the right to cancel this solicitation.
A bid guarantee is required and the offerors must provide Performance and Payment Bonds prior to award.
A Pre-bid Site Visit/Conference will be held on Tuesday, October 29, 2019 at 11:00 AM EST at the East Richford LPOE, located at 357 Glen Sutton Rd., Richford, VT. This will be the only site visit for this solicitation. Additional information on how to register will be contained in the solicitation.
