PART I: SCOPE OF WORK
1.0 INTRODUCTION
This Request for Proposal (RFP) is soliciting proposals for qualified Respondents to provide E-RATE
WIDE AREA NETWORK (WAN) SERVICES to meet the increasing bandwidth requirements of Prince
George’s County Public Schools (PGCPS). Due to the length of the contract, PGCPS seeks to ensure
any future sites, site moves, etc. are acknowledged as part of this contract for the recurring monthly
charges. Respondents are asked to include a statement confirming whether or not the monthly-
recurring costs included in their proposals would include future school sites within Prince George’s
County. Any make ready charges will be reasonably priced similar for new service at the time.
2.0 BACKGROUND
The Board Of Education of Prince George’s County (The Board) serves the needs of public education
in Prince George’s County, covering approximately 483 square miles, with a residential population of
more than 904,430. It is the second largest public school system in the State of Maryland. The Board
operates 249 facilities over a ten-mile radius, which includes Pre-k, elementary, middle, and high
schools as well as special education centers and alternative schools. The Central administration
headquarters is located at 14201 School Lane, Upper Marlboro, Maryland.
The Board currently has approximately 136,500 students, 19,000 employees and an annual operating
budget of $2.2 billion.
Prince George’s County Public Schools has one of the nation’s largest technology-rich networks.
PGCPS has historically recognized that technology is crucial to the success of students and staff. The
District’s IT infrastructure and services solutions have been designed to support the enrichment of its
teaching and learning environment, and ensure the administrative offices operate efficiently. The
school system’s network supports its VoIP, video and data requirements, and spans the entire
geographical reach of Prince George’s County.
Currently, PGCPS purchases Internet in bulk which is delivered to two data center facilities, Sasscer
Administration Office (14201 School Lane Upper Marlboro, MD 20772) and Bonnie Johns LMC (8437
Landover Road Landover MD 20785). From these two locations, Internet services are distributed to
249 school sites via three separate Wide Area Network (WAN) providers:
INET, 73 SITES. (Dark fiber network where PGCPS currently owns and operates the
equipment on both sides of the fiber. This connects most middle and high schools in the
district.);
ICBN 5 sites. (A lit fiber service provided by Prince George’s County Government.); and
Education Networks of America, 161 sites. Leased Lit Fiber where ENA owns and operates the
equipment on both ends of the fiber. via WAN connections provided by Education Networks of
America (ENA). All sites have a connection at 100Mbps to 10Gbps. See Exhibit 1 PGCPS

3.0 SCOPE OF WORK
PGCPS is seeking a proposal, from the three (3) service options presented in this RFP. Respondents
may propose one or more service options, or a hybrid of the service options, as follows:
Service Option 1 - Lit Fiber Service Option
Service Option 2 - Leased Dark Fiber Service Option
Service Option 3 - Indefeasible Right of Use (IRU) of Fiber Service Option
4.0 ELIGIBILITY REQUIREMENTS
Each Respondent shall clearly demonstrate and document within its Technical Proposal that as of the
Proposal Due Date, the Respondent meets the following Eligibility and Minimum Qualifications. The
Offeror’s Table of Contents shall include reference to the page number(s) in the Proposal where such
evidence can be found.
A. Universal Service Funds: PGCPS intends apply for discounts from the Universal Service
Fund (USF) E-rate Program. The E-rate Program (more formally known as the schools and
libraries universal service support mechanism) provides discounts on eligible Internet and
bandwidth services for eligible K-12 schools. With approved eligibility, PGCPS will only have to
pay for a portion of the cost for acquiring and using these goods and services. PGCPS’s
discount is approximately 80% upon award by the Schools and Libraries Division, but this
amount may vary from year-to-year over the term of this contract.
i. Awardees shall be a registered service provider with the Schools and Libraries Division.
ii. Have a SPIN number and provide that number at the time of the proposal response.
Respondent shall include its SPIN Number in the Executive Summary.
iii. Be an active participant in the E-rate program for the duration of the contract. Additional
information on the E-Rate program is available at https://www.usac.org/e-rate/.
B. Minimum Experience Requirements: Respondent shall, for the three (3) years immediately
preceding the date of proposal submission, have provided Wide Area Network and Dark Fiber
Services or similar work to a K-12 similar sized school district.
Note: The minimum years of experience requirement applies to the company. The experience
of various personnel employed by the Respondent while employed by entities or organizations
other than the Respondent shall not be considered in determining whether the minimum
qualifications are met by the Respondent.
Failure to meet the above eligibility and minimum qualifications may deem the Respondent non-
responsive and not reasonably susceptible of being selected for award. Only those Respondents that
meet the above-referenced eligibility requirements will move forward in the evaluation process.
